No. 6746 through 6752 Date: April 8, 2008 INTRODUCTION This is a request to adopt names recommended by the Parks and Recreation Advisory Board (PRAB) for several recently developed parks based on common usage, area themes or natural features. BACKGROUND The call for park names has been open to the public for nine months. Very few name applications have been received and adopted. Several parks remain un-named and the signage program will begin in a few months. Some of the parks which remain to be named are located in established neighborhoods and are commonly referred to by their plat name. Others which are better suited to non-plat names include those located in multiple developments, where there are multiple parks in the same development, or if there is more than one park on a street (example: Providence Westchester and the 1 ih Ave Sports Complex are frequently confused, based on questions received from residents). In these cases, a unique name better fits the intent of the naming policy, excerpted below (emphasis added): 1. A. The Purpose of the naming policy is to develop place names that are: . Unique. Unique names are identifiable to a specific place and do not duplicate or are not confused with existing names in City of Shakopee or neighboring areas. . Meaningful. Names may reference natural features or landmarks, local historic events or persons with historic significance, locally or nationally. . Inclusive. Names shall be selected in a public adoption process. They shall be respectful of all people and cultures and reflect positive values acceptable to the community as a whole. and the primary guidelines: A. General Name guidelines: . Should not duplicate or be easilv confused with existing public or private places in or near Shakopee. . Should avoid ad;ect;ves such as east. west, big, long, etc., and numbers when possible unless an adjacent feature name uses the same descriptor. . Should use the fewest words possible. . Shall include an appropriate designator of the type of park, i.e. Community Park, Neighborhood Park or Tot Lot. Staff and Board member Mars met on the week of March 10th to discuss name options and brainstorm names to present to the PRAB. The PRAB met in a work session on March 1 ih and recommended the following names be adopted by City Council. Each name includes a description of the meaning of the name: . Blakewood Estates-Church Addition- Langdon Terrace Neighborhood Park (4191 Rvmark Court) This is the name of the surficial geology where the park is located. . Countryside Northwest - Hackney Neighborhood Park (575 Hackney Ave.) A hackney is a type of horse drawn carriage, which is the theme of the street names in Countryside based on the former horse farm located there. . Countryside Southwest - Saddle Ridge Neighborhood Park (1754 Caspian Lane) This park has a trail with a bridge, and is another horse themed name. . Glacier Estates- Glacier Tot Lot (8550 Portage Lane East) Use of the plat name. . Providence Westchester- Westminster Neighborhood Park (801 Valley View Road- at 1th Avenue) Area streets have dog names and historic/colonial/English names; this is a name combining the two it is also the name of the dog show, and has a historic/English sound and also sounds like a combination of Westchester and Providence. . Savannah Oaks- Savannah Oaks Neighborhood Park, (6225 Oxford Rd. North) This is use of the plat / neighborhood name which is in common usage and refers to the existing vegetation. . Hamlet- Hamlet Neighborhood Park, (7300 Cambridge Road) This is use of the plat / neighborhood name which is in common usage. RELATIONSHIP TO VISION C. Great Place for Kids to Grow Up F. Housekeeping ALTERNATIVES 1. Adopt any or all of the park names included, or 2. Table any or all of the park names, and request further information from staff or the PRAB, or 3. Deny the any or all of the park names included PRAB RECOMMENDATION The Parks and Recreation Advisory Board recommends that the City Council make a resolution to adopt the seven park names listed above. REQUESTED ACTION 1. Offer Resolution No. 6746, A Resolution of the City of Shakopee, Minnesota Naming the "Langdon Terrace Neighborhood Park" and move it's adoption. 2. Offer Resolution No. 6747, A Resolution of the City of Shakopee, Minnesota Naming the "Hackney Neighborhood Park" and move it's adoption. 3. Offer Resolution No. 6748, A Resolution of the City of Shakopee, Minnesota Naming the "Saddle Ridge Neighborhood Park" and move it's adoption. 4. Offer Resolution No. 6749, A Resolution of the City of Shakopee, Minnesota Naming the "Glacier Tot Lot" and move it's adoption. 5. Offer Resolution No. 6750, A Resolution of the City of Shakopee, Minnesota Naming the "Westminster Neighborhood Park" and move it's adoption. 6. Offer Resolution No. 6751, A Resolution of the City of Shakopee, Minnesota Naming the "Savannah Oaks Neighborhood Park" and move it's adoption. 7. Offer Resolution No. 6752, A Resolution of the City of Shakopee, Minnesota Naming the "Hamlet Neighborhood Park" and move it's adoption. RESOLUTION NO. 6746 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA NAMING LANGDON TERRACE NEIGHBORHOOD PARK WHEREAS, on February 7,2007, the City Council adopted Resolution No. 6174, which established procedure officially adopting park names; and WHEREAS, Resolution No. 6174 specifies that park names shall be adopted by City Council Resolution; and WHEREAS, there has been an application to name the Church Addition/Blakewood Estates Park, located at 4191 Rymark Court, in accordance with the surficial geology upon which it lies; and WHEREAS, such a naming is consistent with the Naming Policy Naming Guidelines, Part 1, D. names for site features, wildlife or other natural ideas, when site specific, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the park formerly called Church Addition/Blakewood Estates Park, located at 4191 Rymark Court, be named Langdon Terrace Neighborhood Park. Adopted in the session of the City Council of the City of Shakopee, Minnesota held this 8th day of April, 2008. John J. Schmitt Mayor of the City of Shakopee ATTEST: City Clerk RESOLUTION NO. 6747 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA NAMING HACKNEY NEIGHBORHOOD PARK WHEREAS, on February 7,2007, the City Council adopted Resolution No. 6174, which established procedure officially adopting park names; and WHEREAS, Resolution No. 6174 specifies that park names shall be adopted by City Council Resolution; and WHEREAS, there has been an application to name the Countryside Northwest Park, located at 575 Hackney Avenue, in reference to the street name on which it is located, which is based on the former horse farm which the land featured in the past; and WHEREAS, such a naming is consistent with the Naming Policy Naming Guidelines, Part 1, B. Names of historic places, events and cultural ideas, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the park formerly called Countryside Northwest Park, located at 575 Hackney Avenue, be named Hackney Neighborhood Park. Adopted in the session of the City Council of the City of Shakopee, Minnesota held this 8th day of April, 2008. John J. Schmitt Mayor of the City of Shakopee ATTEST: City Clerk RESOLUTION NO. 6748 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA NAMING SADDLE RIDGE NEIGHBORHOOD PARK WHEREAS, on February 7,2007, the City Council adopted Resolution No. 6174, which established procedure officially adopting park names; and WHEREAS, Resolution No. 6174 specifies that park names shall be adopted by City Council Resolution; and WHEREAS, there has been an application to name the Countryside Southwest Park, located at 1754 Caspian Lane, in reference to both the topography of the site, and site features; located just below a ridge of the river valley; and the historic use of the site, which used to have a horse farm; and the site feature of a bridge along a trail in the park; and WHEREAS, such a naming is consistent with the Naming Policy Naming Guidelines, Part 1, D. names for site features, wildlife or other natural ideas, when site specific and Part 1, B. Names of historic places, events and cultural ideas NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the park formerly called Countryside Southwest Park, located at 1754 Caspian Lane, be named Saddle Ridge Neighborhood Park. Adopted in the session of the City Council of the City of Shakopee, Minnesota held this 8th day of April, 2008. John J. Schmitt Mayor of the City of Shakopee ATTEST: City Clerk RESOLUTION NO. 6749 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA NAMING GLACIER TOT LOT WHEREAS. on February 7,2007, the City Council adopted Resolution No. 6174, which established procedure officially adopting park names; and WHEREAS, Resolution No. 6174 specifies that park names shall be adopted by City Council Resolution; and WHEREAS, there has been an application to name the Glacier Estates Park, located at 8550 Portage Lane East, in reference to the plat name and the glacial till soils upon which it lies; and WHEREAS, such a naming is consistent with the Naming Policy Naming Guidelines, Part 1, D. names for site features, wildlife or other natural ideas, when site specific, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the park formerly called Glacier Estates Park, located at 8550 Portage Lane East, be named Glacier Tot Lot. Adopted in the session of the City Council of the City of Shakopee, Minnesota held this 8th day of April, 2008. John J. Schmitt Mayor of the City of Shakopee - ATTEST: City Clerk RESOLUTION NO. 6750 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA NAMING WESTMINSTER NEIGHBORHOOD PARK WHEREAS, on February 7,2007, the City Council adopted Resolution No. 6174, which established procedure officially adopting park names; and WHEREAS, Resolution No. 6174 specifies that park names shall be adopted by City Council Resolution; and WHEREAS, there has been an application to name the Providence Pointe- Westchester Estates Park, located at 801 Valley View Road, which sounds similar to a combination of the two plat names; and in accordance with the themes of adjacent street names after dog species and historic colonial/English names; and WHEREAS, such a naming is consistent with the Naming Policy Naming Guidelines, Part 1, D. names for site features, wildlife or other natural ideas, when site specific, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the park formerly called Providence Pointe-Westchester Estates Park, located at 801 Valley View Road, be named Westminster Neighborhood Park. Adopted in the session of the City Council of the City of Shakopee, Minnesota held this 8th day of April, 2008. John J. Schmitt Mayor of the City of Shakopee ATTEST: City Clerk RESOLUTION NO. 6751 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA NAMING SAVANNAH OAKS NEIGHBORHOOD PARK WHEREAS, on February 7,2007, the City Council adopted Resolution No. 6174, which established procedure officially adopting park names; and WHEREAS, Resolution No. 6174 specifies that park names shall be adopted by City Council Resolution; and WHEREAS, there has been an application to name the Savannah Oaks Park (also known as Southbridge Park #5), located at 6225 Oxford Road North, in resemblance of the plat name and pre-settlement existing vegetation; and WHEREAS, such a naming is consistent with the Naming Policy Naming Guidelines, Part 1, D. names for site features, wildlife or other natural ideas, when site specific, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the park formerly called Savannah Oaks Park (also known as Southbridge Park #5), located at 6225 Oxford Road North, be named Savannah Oaks Neighborhood Park. A. The Purpose of the naming policy is to develop place names that are: · Unique. Unique names are identifiable to a specific place and do not duplicate or are not confused with existing names in City of Shakopee or neighboring areas. · Meaningful. Names may reference natural features or landmarks, local historic events or persons with historic significance, locally or nationally. . Inclusive. Names shall be selected in a public adoption process. They shall be respectful of all people and cultures and reflect positive values acceptable to the community as a whole. B. Donor Naming may be considered on a case by case basis. Donor naming agreements may include provisions for ongoing and special maintenance costs, such as the renovation of a facility. Donor naming may also have specific terms for discontinuation or termination and shall be adopted by City Council resolution. C. Fundraising campaigns for dedicating memorial amenities, such as benches, pavers or trees, shall be approved as a campaign by the Park and Recreation Advisory Board and City Council under the existing Donation Policy concurrent with park improvements or new park developments. Wording on memorial features shall follow the naming guidelines in this policy. 2. Application Process: A. The process may be initiated in the following ways: i. By public announcement by the Park and Recreation Advisory Board in local papers or the city's website or in conjunction with neighborhood design process. ii. By application by a landowner, donor, group, or resident. B. A Naming Request Form shall be completed which will include: i. Location of Park or feature to by development / addition, and street frontage(s). ii. Person/organization requesting the name and their contact information. iii. Proposed name and up to two alternates, if desired. iv. Explanation of name meaning(s), including translation, or biographical information if the name is honoring a person or people. v. Description of process involved in choosing the proposed name and what type of public involvement was used. 3. Review Procedure. A. Applications shall be submitted to the Park and Recreation Department, and reviewed by staff for completeness and accuracy. A naming request made as a part of the development process, may be submitted by the developer with a plat application. If not, the Park and Recreation Advisory Board will begin the process by a public announcement as in 2.) A. i, above. B. Requests are presented by staff to the Park and Recreation Advisory Board in a regular scheduled meeting. C. The Park and Recreation Advisory Board shall discuss the Naming Request and recommend or not recommend it to the City Council. They may also table the request for due consideration before voting on it. D. The City Council will hear and vote on the Park and Recreation Advisory Board recommendation. The City Council shall have final authority on all Park Naming Requests. All park names shall be adopted by Resolution by the City Council. A Naming Request Resolution shall only take effect after the land has officially been transferred to the city's ownership and the city retains legal title to the land. C. Names to commemorate persons who have made significant contributions to Shakopee parks system, (with the permission of the honoree, or immediate family or designated representative, if any). Names to commemorate other local born or raised persons of historic, statewide or national importance may be considered without a park association. D. Names for site features, wildlife or other natural ideas, when site specific. Part II.
