Application for Taxicab License

INTRODUCTION:
City Council is asked to hold a public hearing and take action on an application from Mr. Timothy
Dressen Jr. for a taxicab license.
BACKGROUND:
Mr. Dressen has applied for a taxicab license and for a taxicab driver's license to operate within the
City of Shakopee. He is not licensed in another community so does not qualify for the exception
from obtaining a license as provided for in the city code. Before Mr. Dressen completes a number
of requirements outlined in the City Code in order to obtain licenses, he desires to know that he can
obtain a license. Should his application be approved by City Council, he intends to purchase a new
mini van, install taximeter, have the vehicle inspected, and provide proof of insurance among other
requirements.
Pursuant to the City Code, notice of the required public hearing has been given to the applicant, to
all licensees (Oscar Salas dba Shakopee Taxi and Randy Busch, Tri Taxi Inc.), and notice has been
published in the City's official newspaper. The applicant plans on attending the April 8th meeting.
The police department has conducted the required background investigation and recommends that
his application for a taxi license be granted.
CONSIDERATIONS:
City Code Sec. 6.22, Subd. 5.A. "If the Council finds that further taxicab service in the City is
desirable for the public convenience and necessity and that the applicant is fit, willing, and able to
perform such public transportation and to conform to the provisions of this Section, the Council
shall grant a license stating the name and address of the applicant and the number of vehicles
authorized under said license; otherwise, the application shall be denied."
The City currently has two licensed taxicab businesses and each operate one licensed taxicab. It
would seem that additional taxicab service in the community would be desirable.

RECOMMENDED ACTION: After holding a public hearing and if Council concurs:
Approve the application and grant a taxicab license for two taxicabs to Timothy Dressen Jr., 1058
Marschall Road, conditioned upon meeting all requirements of the City Code for said license.
