Background: At the last City Council meeting, staff requested authorization from the Council to seek solutions to some noise and sunlight issues at the Shakopee Public Library. While investigations are continuing on dealing with noise transmission problems, two quotes have been received for window shades which would be mounted on the south and west exposures of the southerly skylight. The location of the skylight that created problems for library staff in utilizing the staff desk on the second floor. Facilities Coordinator Duane Toenyan received quotes to place opaque shades on the two sides of the skylight which let in the sunlight. He investigated both non movable shades, and ones could be operated remotely so that shades could be moved on cloudy days. The lesser cost of the non-movable shades was $1,385. For comparison, the motorized movable shades cost $5,337. Those are battery powered, and would generate additional maintenance as a result. Based on the cost difference, we recommend that the non-movable shades be installed at a cost of$1,385, as bid by Vision Blinds. Budget Impact: $46,000 was provided in the budget for 2008, which is funded through the Market Value Homestead Credit payment received by the City in November. The money would be drawn from the General Fund fund balance, into which the MVHC was deposited. Recommendation: We recommend that staff be authorized to have the shades installed. Relationship to Visioning: This supports Goal B (High Quality of Life). Action Required: If the Council concurs, it should, by motion, direct provide for the installation of the shades as quoted by Vision Blinds in the amount of$1385. ,. ~ ~ LwJJ Mark McNeill City Administrator MM:cn
