Fee Schedule Recommendations
INTRODUCTION
The City Council is asked to approve Ordinance No. 794, Fourth Series, An Ordinance of the
City of Shakopee, Minnesota, Amending the City's Adopted 2008 Fee Schedule to Implement
Changes in the Parks and Recreation Fees.
BACKGROUND
On March 1 th Matt Stark, a representative from Springsted, gave the Advisory Board an
overview of the draft fee study report completed for the analysis of Parks and Recreation
activities. Mr. Stark reviewed a variety of reports that broke down the employees time spent on
each activity, illustrated the total costs included in providing an activity including salary/benefits,
indirect labor costs, supplies & services, capital outlay, administration costs and overhead costs
and broke down the totals to a cost per participant. The cost per participant was compared to
the current fee for the activity showing a surplus or subsidy for the program.
On March 31st the intention of the Advisory Board was to review the Fee Summary Total Report
and make recommendations to the City Council for fee alterations to the current fee schedule.
After much discussion the Advisory Board did not feel the information derived from Springsted
was sufficient to make all of the changes recommended by staff. The Advisory Board has
appointed two members to work directly with staff and Springsted to evaluate the fee study and
discuss ways to make the study usable when developing new classes or evaluating
resident/nonresident rates. Springsted will present the final fee study to the City Council
following the discussions with the Advisory Board members and staff. The Advisory Board and
staff would also like to compare the current fees to fees of other communities of similar size and
demographics to better evaluate where our fees compare to the surrounding area.
FEE STUDY RECOMMENDATIONS
All Parks and Recreation Service fees will be discussed for implementation in 2009 based on
the additional information from Springsted and the comparison of fees from surrounding
communities. However the Advisory Board is recommending three adjustments to the 2008 Fee
Schedule. These adjustments are recommended to insure they are incorporated into the 2008
Summer Parks and Recreation Brochure that will go to print on April 9th. The changes are
illustrated in Ordinance No. 794, Fourth Series and include:
o Changing one rate for the daily admission to the community center and Skate Park for
YOUTH ONLY.
o Increase the ice rental rates for fall-winter prime ice to $160.00 and $130.00 for non
prime ice time and spring and summer ice rental
o Adjust the SandVenture Aquatic Park fees as recommended based on the approval of
the new water slide.
YOUTH DAILY ADMISSION
The Shakopee Community Center has resident rates and non resident rates for daily admission,
memberships, and skate park admission. Residents are defined as a person living in the
Shakopee city limits. Some of the challenges we are dealing with are:
· Youth that go to school in Shakopee but do not live in Shakopee do not understand why
they need to pay a non resident rate for use of the Community Center.
· Likewise, Youth that live in a township but do not live in Shakopee do not understand
why their address says Shakopee but they are charged the non resident rate.
· We currently do a card system that takes a great deal of staff hours and tracking. Many
times youth forget their tags, lose them, or don't completely understand the program.
The system works the following way:
o The youth comes into the center and gets a resident verification form. The form
is simply a document that the parent fills out with an attached copy of their
driver's license to verify their residency. (Many times parents don't understand
why they are getting this document and they think that even though it is a free
service that they will need to pay for it.)
o The youth brings in the completed form and receives a resident verification tag
which is similar to a membership tag but acts only as an 10.
o Each time the youth visits the center they must have their resident verification tag
or they need to pay the non-resident rate.
The PRAB reviewed the proposal presented by staff and approved the recommendation to
charge one flat rate for youth daily admission. The PRAB is making this recommendation for
2008 only and will reevaluate the rates again for 2009. The Advisory Board has directed staff to
document the numbers of residents versus nonresidents using the facility to insure the residents
are not hindered from use based on a possible increase in non resident use. Youth will be
required sign in giving their name, address and phone number even though there is not a
separate rate for residents and non residents. Youth that pay the daily use fee would have
unlimited use of the skate park and the community center for the day.
Staff feels the benefits of the standard rate will creates a more customer friendly atmosphere
similar to the SandVenture Aquatic Park where we charge one general admission rate for daily
users. We are striving for the same customer friendly atmosphere at the community center and
this would eliminate the extra work involved with residency tags, paperwork, documentation and
record upkeep.
ICE RENTAL RATES
It has been the standard that ice rental rates increase by $5.00 each year. Due to the Parks
and Recreation fees remaining the same from 2007 to 2008 the standard increase did not take
place. It is also indicated that the rates for prime time ice did not get the standard increase a
few years back. To insure that the ice rental rates stay within the rates of area ice arenas and
to allow the Ice Arena Supervisor to implement the new rates for the summer it is necessary to
increase the rated prior to the summer ice rental scheduling. To insure that the ice rental rates
stay on track it is recommended that the fall-winter prime time ice renal rate increase from $150
to $160, and the fall-winter non-prime and spring/summer rates increase from $125 to $130.
SANDVENTURE AQUATIC PARK RATES
On March 5, 2008 City Council moved to Award the contract for the slide replacement by
offering Resolution No. 6739, A Resolution Awarding a Contract To Badger Swim Pools for
Replacement of the Shakopee SandVenture Aquatic Park waterslide and addition of shade
structures, Project No. PR2008-01. The Council also approved the PRAB's recommendation to
revise the fee schedule to reflect the rates proposed for 2008 based on the replacement of the
slide at the Shakopee SandVenture Aquatic Park and approved decreasing the discount for
SCC members at SandVenture to 25%.
The rate structure recommended by the PRAB and approved by the City Council is a simplified
rate structure then the rate structure previously in place. The proposal 1 below is the rate
structure that was approved and has been inserted into the Parks and Recreation Fee Schedule
Ordinance No. 794, Fourth Series for adoption.

IMPLEMENT CHANGES IN THE PARK AND RECREATION FEES
WHEREAS, the City Council has determined that it is desirable to modify the
2008 Fee Schedule related to certain Park and Recreation fees.
NOW, THEREFORE BE IT ORDAINED, that the City Council of the City of
Shakopee hereby revises the Adopted 2008 City Fee Schedule by amending certain Park
and Recreation fees as follows:
