To prepare the position profile, Ms. Klumpp met one-on-one with each elected official and department head, hosted a public forum to accept input from residents and local businesses, and invited all City staff to complete a brief online survey. The draft position profile was not available as of Friday morning, but will be forwarded to Council via email and added to the online version of the Council packet as soon as it does become available. The narrative synthesizes the individual meetings held with City Council members on January 14. The goal of the recruitment brochure is to provide a collective summary of the qualifications that are important to the City Council that will then be used to market the position to prospective candidates and to evaluate applicant qualifications. While the recruitment brochure primarily reflects the City Council's input, it does draw upon some information from department head meetings as well as comments from the public meeting held on January 22, which was attended by four people, and online comments received from two residents. The results of the employee survey are also provided in both a graph and table format. You may find the tables on pages 4, 12-13 and 19 easier to read at-a-glance than the graphs. Results of the survey appear to be reflected in the recruitment brochure draft but there may be aspects of the brochure that you want to emphasize based on your review of the results. We indicated to the City Council that we would provide salary information. Attached please find a survey on similarly sized communities based on 2014 League of Minnesota Cities salary data;we have increased the salary data by 3 percent to give a better estimate of 2015 salary levels. The City's maximum salary rate for the City Administrator position is$134,994. This is the amount shown in the recruitment brochure. Based on the average annual actual salary of$138,220,consideration should be given to increasing the maximum salary rate. Increasing the maximum rate will help attract applicants. Setting a higher maximum rate does not preclude the City Council from establishing an employment offer based on the successful candidate's experience and qualifications. Highway 169 runs through the center of the city connecting Shakopee 44 with I-494. The Mayor serves a 67 two year term and Council members serve overlapping four year terms. Water and electric utilities are operated by the Shakopee Public 76 Utilities Commission. 77 78 POSITION PROFILE 79 The City Administrator is appointed by and serves at the pleasure of the City Council as the 80 City's chief administrative officer. The position is responsible for leading, directing and 81 coordinating the overall operation and administration of the City organization in accordance with 82 policies established and resources allocated by a majority vote of the City Council. Major 83 functions include: 84 • Lead and direct the City's management team to ensure the effective and efficient delivery 85 of municipal services and implementation of adopted policies and ordinances. 86 • Monitor all departments to ensure compliance with policies, procedures, laws, 87 ordinances, and regulations. 88 • Prepare and recommend adoption of the City's annual operating budget, capital 89 improvement program, and enterprise funds; monitor and control expenditures within 90 approved limits. 91 • Prepare agendas,memos and supporting information for City Council meetings. 92 • Evaluate City's processes and services; developing options for improving or matching 93 services to community needs. 94 • Supervise the Assistant City Administrator, all Department Heads, the Economic 95 Development Coordinator, Management Analyst and Administrative Assistant. 96 • Facilitate collaborative efforts with other municipal, county, and regional organizations to 97 ensure maximum efficiencies. 98 • Provide timely information to support them in their roles as elected officials. From the City Council and City staff to community leaders 102 and intergovernmental partners, the City Administrator will devote time to getting to know the 103 people who live and work in Shakopee and develop an understanding of their interests, concerns 104 and aspirations. 105 Managing the transition. The City Administrator will provide leadership in a time of 106 transition, helping the City set and stay focused on shared priorities. Establishing trust and 107 credibility with the City Council and staff, listening and communicating information, and 108 managing expectations will be important aspects of this transition. 109 Growth and economic development. Shakopee has witnessed rapid growth over the last 15 110 years; development is projected to continue but at a moderate pace. The City Administrator will 111 be involved in annexation along Highway 169 on the City's west end to accommodate future 112 economic development. The City Administrator will also play a role in supporting continued 113 downtown development. 114 Community amenities and services. As communities grow, it is important to evaluate the 115 adequacy of community amenities and services. The City recently commissioned a community 116 survey to provide feedback on municipal facilities and services and how to fund desired 117 improvements. The City Administrator will work with the City Council, staff and others to 118 address community amenities and service needs identified in the survey. 119 Organizational management. A study is underway to consider modifications to the current 120 organizational structure, which will increase efficiencies and enhance integration of municipal 121 services. The City Administrator will explore study recommendations and develop plans to 122 implement the study. 123 Building the team. The City Administrator will have the opportunity to hire new members of 124 the management team. The Finance Director position will be open as a result of an announced 125 retirement; other key staff retirements are anticipated within the next couple of years. In addition 126 to hiring staff, succession planning will be important to develop employees for future roles in the 127 organization and to ensure continuity of critical city services. 128 Collaborative partnerships. Equivalent 163 combination of education and experience will be considered.
