TO: Mayor and City Council FROM: Jeff Weyandt, Assistant City Engineer DATE: 02/03/2015 SUBJECT: 2015 Street Reconstruction Project, Project No. 2015-1, Res. No. 7546 (E) Action Sought The Council is asked to offer Resolution #7546, a resolution ordering an improvement and preparation of plans and specifications for the 2015 Street Reconstruction Project, Project No. 2015-1, and move its adoption. Background As per Resolution No. 7534, a resolution receiving a report and calling for a public hearing on the 2015 Street Reconstruction Project, Project No. 2015-1, a public hearing is scheduled for February 3, 2015. This agenda item is to conduct the public hearing for the proposed improvements associated with the 2015 Street Reconstruction Project and pass Resolution No. 7546, a resolution ordering an improvement and preparation of plans and specifications for the 2015 Street Reconstruction Project. This is a Council initiated project that requires a super-majority vote to move forward. On September 16, 2014, Council ordered the preparation of a preliminary engineering report for the 2015 Street Reconstruction Project. The report was completed and accepted by the City Council on January 6, 2015. This proposed project includes reconstructing the following streets: • 7th Avenue from St. Marks Road to Apgar Street • Shumway Street from 6th Avenue to 10th Avenue • Market Street from 7th Avenue to 11th Avenue • St. Marks Road On January 21, 2015, staff conducted an informational meeting for the property owners being affected by the proposed project. Approximately 25 residents attended the meeting. The residents in attendance at the informational meeting had some general questions regarding the design, construction schedule and assessment payments. Recommendation Staff recommends that Resolution No. 7546, a resolution ordering an improvement and preparation of plans and specifications for the 2015 Street Reconstruction, Project, No. 2015-1, be adopted. Budget Impact The total estimated cost for the 2015 Street Reconstruction Project is $2,654,500. The project is proposed to be funded as follows: •30% of the street improvements and restoration for residential streets ($402,000) will be assessed to the benefiting properties. The remaining costs will be paid from the Capital Improvement Fund ($986,500). • Storm sewer improvements ($241,000) will be paid from the Storm Sewer Fund. •Water main improvements ($588,000) will be funded by Shakopee Public Utilities. • Sanitary sewer improvements ($437,000) will be paid from the Sanitary Sewer Fund. Relationship to Vision This supports Goal E: Deliver effective and efficient public services by a staff of well-trained, caring, and professional employees. Requested Action The Council is asked to offer Resolution #7546, a resolution ordering an improvement and preparation of plans and specifications for the 2015 Street Reconstruction Project, Project No. 2015-1, and move its adoption. No. 7546 RESOLUTION NO. 7546 A Resolution Ordering An Improvement And Preparation Of Plans And Specifications For The 2015 Street Reconstruction Project No. 2015-1 WHEREAS, Resolution No. 7534 adopted on January 6, 2015, fixed a date for Council hearing on the proposed improvement of the 2015 Street Reconstruction Project and all appurtenant work; and WHEREAS, ten days published notice of the hearing through two weekly publications of the required notice was given and the hearing was held on the 3rd day of February, 2015, at which all persons desiring to be heard were given an opportunity to be heard. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,MINNESOTA: 1. That the improvement is necessary, cost effective and feasible and is ordered as hereinafter described: 2015 Street Reconstruction Project and all appurtenant work. 2. Bruce Loney, Public Works Director, is hereby designated as the engineer for this improvement. He shall prepare plans and specifications for the making of such improvements. 3. The work of this project is hereby designated as part of the 2015-1 Public Improvement Program. 4. The City Council shall let the contract for all or part of the improvements as authorized by Minnesota Statutes 429.041,no later than three years from the date of adoption of this resolution.
