Action Sought
To approve a motion continuing the Hilldale Drive Improvement Project Public
Hearing to February 17, 2015.
Background
On October 21, 2014, a Public Hearing was held on the extension of sanitary sewer
and water to properties along Hilldale Drive. After much testimony, the Council
voted to continue the hearing until a valuation study is done and brought back on
January 20, 2015.
A valuation study has been conducted and attached is the estimated special benefit
conclusion letter from the consultant.
Staff would request to continue the public hearing to February 17, 2015 to allow
staff to discuss the benefit analysis with Shakopee Public Utilities on January 20,
2015 and then with the residents on February 4, 2015. The results of these meetings
can then be brought back to the City Council on February 17, 2015.
Recommendation
Approve a motion to continue the Public Hearing until February 17, 2015.
Budget Impact
There is no budget impact at this time.

This supports Goal E: Deliver effective and efficient public services by a staff of
well-trained, caring, and professional employees.

Dear Mr. Loney:
At your request, we have investigated and analyzed probable special benefit to be derived
from the above-referenced street improvement project. Included in the City improvement
project is the reconstruction of bituminous-surfaced streets; installation of an 18-inch/8-inch
water main; installation of an 8-inch sanitary sewer main; and storm sewer improvements.
There will also be trail improvements along the north side of C.S.A.H. 16, extending from
Hilldale Drive to the existing trail to the east.
The purpose of this consultation is to provide an anticipated range of special benefit for
single-family residential properties in the proposed project area. The function of this analysis
is to provide guidance to the City of Shakopee in assessing the feasibility of the Hilldale
Drive Improvement Project.
In estimating anticipated special benefit to properties in the project area, individual
properties or land parcels have not specifically been appraised. Rather, this analysis attempts
to quantify probable special benefit directly, which can then be applied to typical properties
within the Hilldale Drive project area.
Based on the data and analyses as summarized in the attached report, as well as additional
information and documentation retained in the appraisers' files, it is anticipated that
properties benefiting from the proposed improvement project will be enhanced in value by at
least $28,000 per assessable unit/lot in the proposed project area.
This consultation has been made in conformity with accepted professional, ethical and
performance standards of real estate appraisal practice. The "Contingent and Limiting
Conditions" section of this report should be thoroughly read and understood before relying
on any information or analysis presented herein.
