TO: Mayor and City Council FROM: Kris Wilson, Assistant City Administrator DATE: 01/20/2015 SUBJECT: Revised Pay Rates for Part-Time Fire Dept. Officers -- Resolution No. 7543 (E) Action Sought The Council is asked to offer Resolution No. 7543, a resolution amending Resolution No. 7521, a resolution adopting the 2015 pay plan for part-time employees of the Shakopee Fire Department, and move its adoption. Background In acting on the City's 2015 operating budget at the December 2 City Council meeting, the Council voted not to include funding to convert the current, part-time Deputy Chief of Training position into a full-time Assistant Fire Chief position. It did, however, direct staff to explore possible alternatives for addressing the compensation for the part-time Deputy Chief of Training position. Chief Coleman and I have explored several options. One was to leave the Department with the same number of full-time employees but convert one of the four full-time duty crew positions to an Assistant Chief position. A second was to consider paying the Training Chief, and possibly other part-time officers, on a per hour basis, rather than a salaried basis. After exploring these options we are not recommending either. The first would simply shift the problem and staff shortage from one aspect of the Department to another, rather than moving things forward. The second has the potential for significant budgetary and regulatory implications. Therefore, Chief Coleman and I are recommending that the part-time Deputy Chief of Training position be upgraded to an Assistant Chief of Training position and that the annual salary for Assistant Chief be increased from $6,200 to $7,500. This is recommended as a transitional structure until the Council can consider the request for a full-time Assistant Chief again in a future budget cycle. Elsewhere in the part-time officer structure, we are recommending a shift from two Captains and four Lieutenants to a structure of four Captains and no Lieutenants. Budget Impact All recommendations combined are budget neutral. The City has allocated $33,400 for part-time officer salaries and the recommended approach spends exactly that amount. Relationship to Vision This item relates to Goal E: Deliver effective and efficient public services by a staff of well-trained, caring and professional employees. Requested Action The Council is asked to offer Resolution No. 7543, a resolution amending Resolution No. 7521, a resolution adopting the 2015 pay plan for part-time employees of the Shakopee Fire Department, and move its adoption.
