SUAKOI'EE TO: Mayor and City Council FROM: Jeff Tate, Police Chief DATE: 01/20/2015 SUBJECT: Purchase of New SWAT Vehicle Action Sought Council is asked to authorize the purchase of a new SWAT vehicle. Background The police department SWAT Team has used the current trailer to store equipment and respond to incidents for more than 12 years now. This trailer is showing its age and the time has come for it to be replaced. Staff is recommending the purchase of a van, which will be more versatile and cost effective for the department in the future. The current trailer is only suitable for use by the SWAT Team and requires another vehicle to pull it. The proposed vehicle purchase is more versatile and is designed to be used not only by the SWAT Team but can also be utilized by the rest of the department as a mobile command post and for crime scene management/processing. The vehicle is a 2015 Ford E-450 Chassis equipped with a specialized van body manufactured by Spartan Supreme. The chassis purchase will be on the state bid and totals $24,456. The specialized van body purchase is from Spartan Supreme who specializes in van bodies of this nature. Local van body manufacturers referred staff to Spartan as the most cost effective option. Spartan has manufactured van bodies of this type for several area law enforcement agencies. The total van body purchase from Spartan Supreme is $31,675. The total cost for the completed vehicle purchase is $56,131. Funds exist in the police department from the 2015 Mdewakanton contribution to cover this purchase and not impact the 2015 city budget. This annual contribution for 2015 is $95,000 per agreement. Recommendation Staff recommends approval of the specialty vehicle purchase. Budget Impact Funds for this vehicle purchase will come from the 2015 Mdewakanton police services contribution.
