SUBJECT: Amendment To School Resource Officer Agreement
Action Sought
Council is asked to approve the attached amendment to the 2015 School Resource
Officer Agreement. Approval would result in a fourth School Resource Officer
(SRO). The school district will pay the fully-loaded cost of a new hire to allow for
this assignment to occur.
Background
City Council recently approved the 2015 School Resource Officer Agreement at
their December 16th meeting. The school district has expressed interest in adding a
fourth SRO and is willing to pay the fully-loaded cost for the city to hire a new
police officer. The police department agrees with the district that current workloads
necessitate the addition of another SRO. Current staffing levels do not allow for the
department to take an officer from patrol and assign them to the schools. A fourth
SRO means hiring another officer, bringing the department's sworn strength level
from 47 officers to 48.
At their January 12th meeting, the School Board agreed to the proposed amendment
and agreed to pay the fully-loaded costs of a new hire, totaling $76,237.00.
This makes this personnel move budget neutral for the city in 2015. Additionally,
this allows the city to hire and train a new officer immediately as well as conduct a
process for the next SRO this Spring. The fourth SRO would be a veteran officer
and primarily assigned to the High School. As stated in the agreement, the fourth
SRO would not start full time work in the schools until the start of the 2015-2016
school year.
If approved, this would mark the first additional sworn staff hire since 2007. By
contributing $76,237.00, this amendment brings the average school district
contribution more in line with neighboring jurisdictions as shown in the attachment.
The police department and school district have enjoyed a tremendous partnership
over the years and staff believes this amendment will only enhance that partnership
moving forward.
Recommendation
Staff recommends approval of the Amendment to the 2015 SRO Agreement.
Budget Impact
This amendment is budget neutral for the city in 2015 with the school district
picking up the cost of a new hire.

This action supports:
Goal D: Maintain, improve and create strong partnerships with other public and
private sector entities.
Requested Action
If City Council concurs, they should, by motion, authorize the appropriate city staff
to enter into an agreement to amend the current 2015 School Resource Officer
Agreement.

AMENDMENT TO SCHOOL RESOURCE OFFICER AGREEMENT
This agreement is made and entered into and effective as of January 20, 2015 by
and between the City of Shakopee ("City") and Shakopee School District#720 ("School
District").
RECITALS
A. The City and the School District previously entered into a School Resource
Officer Agreement("SRO Agreement") dated December 16, 2014.
• B. Pursuant to Section A.1 of the SRO Agreement, the City agreed to provide three
School Resource Officers ("SROs")to the School District.
C. The City is now willing to provide a fourth SRO to the School District.
D. The City and the School District wish to amend the SRO Agreement to set forth
the terms by which the City will provide the fourth SRO to the School District.
In consideration of and in reliance upon the representations, warranties and covenants of
the parties, the City and the School District agree as follows:
1. Paragraph A.1 of the SRO Agreement is amended to read as follows:
A. EMPLOYMENT AND ASSIGNMENT OF SCHOOL RESOURCE OFFICER
1. The City agrees to provide a total of three (3) School Resource Officers
(SROs) to the district for assignment as needed to the Junior/Senior High
Schools and/or the Middle and Elementary Schools for the 2015 calendar year
and a fourth SRO at the beginning of the 2015-16 school year through the end
of the 2015 calendar year.
2. Paragraph F of the SRO Agreement is amended to read as follows:
F. PROGRAM FUNDING
The School District will fund 33.5% of the officers' salary and benefits, which
totals $94,506 for three officers for 2015. The School District will fund 100% of
the fourth officer's salary and benefits, which totals $76,237 from the beginning
of the 2015-16 school year through the end of the 2015 calendar year.
3. All other provisions of the SRO Agreement remain in full force and effect.
