No.7534 and Set a Hearing Date (E) Action Sought Adopt Resolution No. 7534 , a resolution receiving a Preliminary Engineering report and calling for a public hearing on the 2015 Street Reconstruction project. Background On September 16, 2014, the City Council ordered the preparation of a preliminary engineering report to analyze the reconstruction of various streets throughout the City by Resolution No. 7484. This report has been completed and is attached for Council review. The purpose of the report is to evaluate the existing infrastructure (streets, utilities, drainage) and make recommendations for any improvements that are needed. The report also addresses the estimated costs for the improvements and the proposed assessments that result from the project being constructed. The attached resolution sets a date for the public hearing for this project for February 3, 2015. The approval of Resolution No. 7534 does not order the project nor does it commit the Council to constructing any improvements. The intent of this resolution is to accept the report and set the public hearing date. The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project. Staff will make a full presentation at the February 3, 2015 public hearing on the report to the public and the City Council. Budget Impact If the project is approved, it will be funded by the sanitary sewer fund, storm sewer fund, special assessments, Shakopee Public Utilities and the Capital Improvement Fund. Attachments: Preliminary Engineering Report Res.No. 7534 RESOLUTION NO. 7534 A Resolution Receiving A Report And Calling A Hearing For The 2015 Street Reconstruction Project Project No. 2015-1 WHEREAS, pursuant to Resolution No. 7484 of the City Council adopted September 16, 2014, a report has been prepared by the City Engineer, with reference to the 2015 Street Reconstruction Project, Project No. 2015-1, and this report was received by the Council on January 6,2015. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,MINNESOTA: 1. The Council will consider the 2015 Street Reconstruction Project and all appurtenant work in accordance with the report and the assessment of abutting and benefited property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvement for the 2015 Street Reconstruction of$2,654,500.00. 2. A public hearing shall be held on such proposed improvements on the 3rd day of February, 2015, at 7:00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes Street, Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. The work of this project is hereby designated as part of the 2015-1 Public Improvement Project. 4. The City Council shall let the contract for all or part of the improvements as authorized by Minnesota Statutes 429.041,no later than three years from the date of adoption of this resolution. The estimated costs for the proposed improvements are $1,388,500.00 for the street improvements, $241,000.00 for the storm sewer improvements, $588,000.00 for the watermain improvements, and $437,000.00 for the sanitary sewer improvements. The total estimated project cost is $2,654,500.00. INTRODUCTION On September 16, 2014, the City Council adopted Resolution No. 7484, which ordered the preparation of a preliminary engineering report to analyze the reconstruction of the following streets: 7th Avenue from St. Marks Road to Apgar Street Shumway Street from 6th Avenue to 10th Avenue Market Street from 7th Avenue to 11th Avenue St. Marks Road This project is included in the City's Proposed 2015 Capital Improvement Program. 2. SCOPE This report will determine the feasibility and cost effectiveness of reconstructing the above-mentioned streets. All existing infrastructure elements (street, utilities, etc.)within the project area were evaluated as part of this report. The report will provide a description of the proposed improvements, an itemized cost estimate, a cost apportionment and a preliminary assessment roll. 3. BACKGROUND Based on the limited as-built information the City has for the proposed project area, it appears St. Marks Road was constructed in 1972. The remaining streets and utilities in the project area were constructed between 1959 and 1963. Improvements to the streets have since been limited to patching and seal coating. The existing pavements are deteriorated to the point where they require more than normal maintenance. There are many transverse and longitudinal cracks, areas of patching, crown problems and curb and gutter deficiencies. Residents in the area are also experiencing problems with the sanitary sewer. 4. EXISTING CONDITIONS The existing conditions are identified in Drawings 1 through 6 in the Appendix. St. Marks Road is 31-feet wide. The remaining streets in the project area are 45- feet wide. The sanitary sewer in the project area is 8-inch VCP in poor condition. The watermain is 6-inch CIP. The storm sewer on 7th Avenue is RCP and was constructed in 1986. The remaining streets do not have any main line storm sewer. Preliminary Engineering Report 2015 Street Reconstruction City of Shakopee, MN City Project No: 2015-1 There is sidewalk on the both sides of 7th Avenue between St. Marks Road and Pierce Street. 5. PROPOSED IMPROVEMENTS The proposed project area is identified in Drawing 7 in the Appendix. The proposed improvements are as follows: 5.1 Street Market Street is proposed to be reconstructed to a 9-ton design at a width of 41-feet. St. Marks Road is proposed to be reconstructed at its current width of 31- feet. The remaining streets within the project area are proposed to be reconstructed to a 7-ton design at a width of 37-feet. Reducing the street width has the following benefits: 1) Reduced hard surface 2) Reduction in runoff 3) Increased green space 4) Lower maintenance cost 5) Reduction in construction cost 6) Reduced speeds through a residential neighborhood 7) Allows for flexibility to adjust street grades to fix drainage problems 8) Less impact to existing boulevard trees A 37-foot roadway allows for parking on both sides of the street. At this time it is proposed to replace the sidewalk on both sides of 7th Avenue between St. Marks Road and Pierce Street. The proposed sidewalk improvements are identified in Drawing No. 8 in the appendix. The total estimated cost for the street improvements is $1,388,500.00. 5.2 Storm Sewer The proposed storm sewer improvements are identified in Drawing No. 9 in the Appendix. The proposed storm sewer improvements consist of replacing structures in the project area and adding 150-feet of storm sewer to Shumway Street. Preliminary Engineering Report 2015 Street Reconstruction City of Shakopee, MN City Project No: 2015-1 The total estimated project cost for the proposed storm sewer improvements is $241,000.00. 5.3 Watermain The proposed watermain improvements are identified in Drawings No. 10 and 11 in the Appendix. The proposed watermain improvements consist of replacing the existing 6- inch watermain and water services within the project area. The total estimated project cost for the proposed watermain improvements is $588,000.00. 5.4 Sanitary Sewer The proposed sanitary sewer improvements are identified in Drawings No. 12 and 13 in the Appendix. The proposed sanitary sewer improvements consist of replacing the sanitary sewer main line and services within the project area. The sanitary sewer lines will be replaced with 8-inch PVC pipe. Services will be replaced with 4-inch or 6-inch PVC pipe from the main line to approximately 10 feet inside of the Right of Way. The total estimated project cost for the sanitary sewer improvements is $437,000.00. 5.5 Easements It is not anticipated that easement acquisition will be required for this project. 6. SPECIAL ASSESSMENTS 6.1 Street 30% of the project costs for the street improvements are proposed to be assessed on a per lot basis to benefiting properties. Corner lots that only have improvements made to one street will be considered a half lot. A corner lot is defined as a lot of record with two sides adjacent to existing City streets. Non single family residential uses will be assessed .5 units per unit. The oversizing of Market Street will not be assessed. It is proposed to assess the prison property on the west side of St. Marks Road 2 units which is equal to the number of assessable units on the east side of Preliminary Engineering Report 2015 Street Reconstruction City of Shakopee, MN City Project No: 2015-1 St. Marks Road. The remaining 70% of the project cost for the proposed street improvements plus the oversizing costs for Market Street will be funded by the Capital Improvement Fund. The estimated assessment rate for the proposed street improvements is $4,345.94 per lot. A preliminary assessment roll is included in the Appendix. 6.2 Storm Sewer The General Storm Sewer Fund will fund 100% of the storm sewer improvements. 6.3 Watermain Shakopee Public Utilities will fund 100% of the watermain improvements. 6.4 Sanitary Sewer The Sanitary Sewer Enterprise Fund will fund 100% of the sanitary sewer improvements. Actual Assessments will be based on the final project costs and apportionments. 7. ESTIMATED COSTS An itemized cost estimate is included in the Appendix. The following costs were prepared using 2014 construction costs and are subject to change, depending on the final design of the project, bids received, and actual work performed.
