SUBJECT: Authorization to Spend Building Funds for Fire Station#2 Work(F)
Action Sought
The Council is asked to authorize the expenditure of an amount not to exceed $32,000 from the
General Government Buildings Fund for the installation of additional gutters, snow guards and
heat tape at Fire Station#2 and related work.
Background
Professional building envelope and r oo f
inspections were recently completed on several City
buildings, including Fire Station#2. Following review of the report, quotes were obtained from
three contractors to address the major issues associated with the roof and water drainage at the
station.
One of the major issues identified is the fact that the original design of the building did not
include gutters or snow guards along the east side of the building. This is the side of the building
where the two major entrances are and a long stretch of sidewalk, which is difficult to keep clear

of melting snow and water.
This project will address that shortfall, as well as several other minor issues associated with the
roof and water run-off.
One component of the project for which quotes were sought is not being recommended and that is
labeled as "Issue #4." This would have installed flat metal panels along the top of the existing
metal sun shades. While it would protect the sidewalk from snow and ice, staff is concerned that
these have the potential to create additional hassles and may not be necessary once the additional
gutters and snow guards are in place. Therefore it is recommended that the project proceed
without the work identified as issue#4.
Budget
The lowest of the three quotes received was from John Dalsin & Son, Inc. for $29,420, after issue
#4 is removed. A $2,580 contingency is also requested to pay for inspections services from
Skyline Building Envelope Consultants and to accommodate any unanticipated issues. This
amount can easily be accommodated within the General Government Buildings Fund.

ISSUE#2: Fabricate and install a heavy duty sloped rain gutter system all along the east elevation of the
existing metal roof system, within an outer decorative kynar gutter (with at least two expansion joints) to
match the kynar color of metal roof system and install three large downspouts which will dump water onto
the adjacent landscaping or into a foot wide concrete trench covered with appropriate treaded steel cover
which will drain onto the asphalt pavement.

are wedged up and under the metal roof panels; also, the new heat cable should be a double run (double
looped)for the entire length of the gutter systems and should be laying at the base of the gutter not on top
of the hanger straps; also run the new heat cable double looped up and down the existing downspouts.
Perform work to fix existing issues as explained.
