Action Sought
The Council is asked to authorize the hiring of Philip Dubbe for the position of IT Specialist at
Step C of Grade 6 of the City's Non-Union Pay Plan, contingent upon the successful completion
of a pre-employment physical and drug test.
Background
City Council authorization is required to hire a new employee at a starting wage above the
mid-point of the pay grade. After a lengthy hiring and background check process, staff has
identified Philip Dubbe as the best candidate for the position of IT Specialist. A starting wage of
Step C of Grade 6 ($63,709 per year starting January 1, 2015) is necessary in order to provide a
pay increase over the applicant's current position with a private sector company.
Budget Impact
Funding for this level of pay is available within the Administration Department's adopted 2015
budget.
Relationship to Vision
Attracting the best qualified candidates to fill staff positions contributes to Goal E: Deliver
effective and efficient public services by a staff of well-trained, caring and professional
employees.
Requested Action
