Action Sought
Approve a motion authorizing the preparation of a Train Safety/Quiet Zone Request for
Proposals.
Background
On April 29, 2014, The City Council of Shakopee addressed the possibility of a quiet zone and to
determine interest from the Council in moving forward. From this meeting, Council was
supportive of a quiet zone concept.
A committee of Mayor Brad Tabke and Council member Mike Luce was formed on August 19,
2014 to negotiate quiet zone or train safety improvements with Union Pacific officials.
Discussions have occurred between Mayor Tabke and Councilor Luce, and to assist in further
negotiations, a train safety/quiet zone study should be done.
Staff has been contacted by three local firms that have done quiet zone studies and would prepare
a RFP for three consultants to submit a proposal for a study. Review and selection for the
consultant would be done by staff and the Council subcommittee. The recommended proposal
would then be on a future council meeting agenda for approval.
It is estimated that a quiet zone/ safety study would cost $25,000 to $40,000 and would come out
of the Mayor and Council general fund as money was included in the 2015 budget, in the amount
of$35,000.
One of the major areas for the study to consider is the amount of safety improvements for trains to
go to a higher speed. In 1999, the court ruling on the speed limit between the Union Pacific and
the City of Shakopee mentioned that speeds could increase with safety improvements to the
crossings.
These safety improvements could be very similar to improvements needed for a quiet zone.
It is estimated that preparation of a RFP will take about 4 to 6 weeks with selection of a consultant
taking another 2 week time frame. Once a consultant is selected, a study could be done in 3 to 6
months. Finally if a quiet zone is approved, it will take at least 2 years to implement the
improvements.
Recommendation
The Council Subcommittee members are in favor in moving forward with a RFP preparation for a
train safety/quiet zone study to gain more information on a quiet zone and for negotiations with
the Union Pacific railroad.
Budget Impact
A study could cost approximately $35,000 and $35,000 has been placed in the 2015 general fund
budget.
