Action Sought
The Council is asked to offer Resolution No. 7523, a resolution amending the Boards and
Commission Guidelines for Appointments and Operations, and move its adoption.
Background
As the City prepares for the annual recruitment of new volunteers to serve on the City's various
boards and commissions, it has come to our attention that a modest change to the appointments
policy should be considered. The current policy specifically prohibits City employees from
serving as voting members of advisory boards and commissions, however it is silent on the topic
of employees' family members holding such positions.
Depending on the closeness of the family relationship and the connection between the employee's
position and the board or commission in question, this may or may not be a concern. However,
there are situations where having the spouse or other family member of a City employee serving
on a board or commission would present at least the appearance of a conflict of interest.
Recommendation
Staff recommends that applicants for advisory boards and commissions be asked to disclose
whether they are related to any full or part-time City employee at the time of application. This
will allow the Interview Committee to take this information under consideration and determine on
a case by case basis whether the familial relationship presents a conflict of interest or not.

A RESOLUTION AMENDING THE BOARDS AND COMMISSION
GUIDELINES FOR APPOINTMENTS AND OPERATION
WHEREAS, Resolution No. 2847, a resolution establishing guidelines for appointments
to and operations of boards and commissions,was adopted December 15, 1987; and
WHEREAS, from time to time there is a need to modify such policies to best suit the
needs of the City;
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE,MINNESOTA,that Section A. 1. d. of the Boards and Commission Guidelines for
Appointments and Operation is hereby amended to read as follows:
When an individual's regular employment, or familial relationship to a full or part-time
City employee,may potentially cause a conflict of interest with the normal items of
business of a City board or commission,he or she shall divulge such possible conflict
in writing prior to the consideration for appointment. Prior to making an appointment,
the City Council shall determine whether or not such potential conflict of interest would
preclude the appointment of the applicant.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota, held
this 2nd day of December, 2014.
