Action Sought
The Council is asked to offer Resolution No. 7520, a resolution adopting the 2015 pay plan for
part-time, temporary and seasonal employees of the City of Shakopee, and move its adoption.
Background
In addition to our full-time workforce and paid-on-call firefighters, the City also employs
numerous part-time, temporary and seasonal employees. Many work in direct customer service in
the Parks & Recreation Department and in seasonal rolls in the Public Works Department. The
pay plan for these positions is monitored on an ongoing basis, but not typically increased each
year as the full-time pay plan is. However, it has been three years since the wage amounts on this
pay plan were adjusted and there are now several items that need to be addressed.
Adoption of the attached pay plan for part-time, temporary and seasonal employees will:
1. Ensure all City wages are in compliance with the new state minimum wage, which is currently
$8.00 per hour but increases to $9.00 per hour on August 1, 2015.
2. Provide a general wage increase of approximately 3% for all part-time positions. The last time
a general wage increase was applied to this pay plan was January 1, 2012.
3. Add the new position of"Teen Center Assistant" to Grade H. This position will be beneficial
on event nights at the Teen Center when additional staff, but not additional managers or
supervisors, are needed.
4. Adjust the pay grade of the Assistant Aquatic Manager, Recording Secretary, Cable
Technician and Public Works Maintenance Laborer to reflect recruitment and retention needs.
Budget Impact
The budget impact of this item is difficult to quantify as the City's use of part-time, temporary and
seasonal employees fluctuates depending on program enrollments, weather and a variety of other
factors. However, staffs best estimate is that implementing the recommended pay plan will cost
approximately $18,000 in 2015. This can be accommodated within the preliminary 2015
operating budget.

well-trained, caring and professional employees.
Requested Action
The Council is asked to offer Resolution No. 7520, a resolution adopting the 2015 pay plan for
part-time, temporary and seasonal employees of the City of Shakopee, and move its adoption.

RESOLUTION No. 7520
A RESOLUTION ADOPTING THE 2015 PAY PLAN FOR
PART-TIME,TEMPORARY AND SEASONAL EMPLOYEES OF THE CITY OF SHAKOPEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the
City Administrator is hereby authorized to issue warrants upon the City Treasury from and after
January 1, 2015 payable to the duly appointed non-union employees of the City of Shakopee, in
accordance with the attached 2015 Pay Plan for Part-time, Temporary and Seasonal Employees.
BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby
repealed and terminated effective January 1, 2015.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota, held
this 2nd day of December, 2014.
