SHAKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator DATE: 12/02/2014 SUBJECT: Adoption of 2015 Non-Union Pay Plan-Res. #7519 (E) Action Sought The Council is asked to offer Resolution No. 7519, a resolution adopting the 2015 Pay Plan for Certain Non-Union Employees of the City of Shakopee, and move its adoption. Background The City's full-time workforce of 137 people is 47% union and 53%non-union. The unionized employees are divided into three bargaining groups (Public Works, Patrol and Sergeants) and the City has settled labor agreements with all three that provide for a 3% general wage increase effective January 1, 2015. To maintain internal equity, Council is asked to authorize an equal pay increase for non-union staff by adopting the attached 2015 pay plan. Budget Impact The City's 2014 budget for full-time wages is $8.7 million. A 3% increase to this amount(which reflects the cost of the already settled union contracts plus this action) will cost approximately $261,000. Funding for this has been included in the preliminary 2015 budget. Relationship to Vision Paying fair and competitive wages to the City's employees contributes to Goal E: Deliver effective and efficient public services by a staff of well-trained, caring and professional employees. Requested Action The Council is asked to offer Resolution No. 7519, a resolution adopting the 2015 Pay Plan for Certain Non-Union Employees of the City of Shakopee, and move its adoption. Attachments: Resolution No. 7519 2015 Non-Union Pay Plan RESOLUTION No. 7519 A RESOLUTION ADOPTING THE 2015 PAY PLAN FOR CERTAIN NON-UNION EMPLOYEES OF THE CITY OF SHAKOPEE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon the City Treasury from and after January 1, 2015 payable to the duly appointed non-union employees of the City of Shakopee, in accordance with the attached 2015 Pay Plan, with an effective date of January 1, 2015. BE IT FURTHER RESOLVED that all Resolutions in conflict with this resolution are hereby repealed and terminated effective January 1, 2015.
