Action Sought
Adopt Resolution No. 7507, a resolution which adopts the assessment for the Valley Park
Business Center, Project No. 2013-6.
Background
On July 16, 2013, City Council adopted Resolution No. 7330, approving the plans and
specifications and ordering the advertisement for bids for the Valley Park Business Center, Project
No. 2013-6. On August 20, 2013, City Council adopted Resolution No. 7343, a resolution which
accepts the bids and awards the contract for the Valley Park Business Center Project. On Oct. 7,
2014 Council adopted Resolution No. 7483, a resolution declaring the costs to be assessed,
ordering the preparation of proposed assessments. A public hearing date was held for November
5, 2014 for the Valley Park Business Center, Project No. 2013-6. The final assessment roll
adoption was tabled to see the status of the DEED funds for the Emerson Assessment.
Recommendation
Staff recommends adopting Resolution No. 7507 which adopts assessments for the Valley Park
Business Center Improvements Project.
Budget Impact
This project has essentially been completed and all project costs identified. The final project cost
is $3,840,996.43, which consists of construction costs, financing costs and
engineering/administration costs. A breakdown of the project costs are as follows:

Previous agreements with Emerson and Opus is to assess improvements for the Valley Park
Business Center development 55% to Emerson and 45%to Opus. Also, Opus has platted Valley
Park Business Center 2 nd Addition and their assessment has been apportion by area to their lot
and outlot A.
An additional item in regards to Emerson's assessment is that the City is to receive funds from
DEED and these funds are to go against Emerson's assessment. The assessment roll to be certified
has the Emerson assessment without DEED funds applied. It is proposed to apply DEED funds
which are expected to be $900,000.00 when they are provided to the city. These funds should be
to the city by November 21, 2014 or shortly thereafter.
Attached to this memo is a map of the project area and the assessment roll for Council
consideration and adoption.

Requested Action
Adopt Resolution No. 7507, a resolution which adopts the assessment for the Valley Park
Business Center, Project No. 2013-6.

A Resolution Adopting Assessments
For The Valley Park Business Center
Project No. 2013-6
WHEREAS, pursuant to proper notice duly given as required by law, the City Council of
the City of Shakopee met and heard and passed upon all objections to the proposed assessments of:
Valley Park Business Center,Lot 1,Block 1.
Valley Park Business Center 2nd Addition,Lot 1,Block 1 &Outlot A
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE,MINNESOTA:
1. That such proposed assessment together with any amendments thereof, a copy of which
is attached hereto and made a part hereof, is hereby accepted and shall constitute the special
assessment against the lands named herein and each tract therein included is hereby found to be
benefitted by the proposed improvements in the amount of the assessments levied against it.
2. Such assessments shall be payable over a period of ten years, the first installment to be
payable on or before the first Monday in January, 2015, and shall bear interest at the rate of 5.00
percent per annum from the date of the adoption of this assessment resolution. To the first
installment shall be added the interest on the entire assessment from the date of this resolution until
December 31,2015 and to each subsequent installment when due shall be added the interest for one
year on all unpaid installments.
3. The owner of any property so assessed may, at any time prior to certification of the
assessment to the County Auditor, pay the whole of the assessment on such property, with interest
accrued to the date of payment,to the City Treasurer, except that no interest shall be charged if the
entire assessment is paid within thirty(30)days from the adoption of this resolution;the owner may
thereafter pay to the County Treasurer the installment and interest in process of collection on the
current tax list, and may pay the remaining principal balance of the assessment to the City
Treasurer.
4. The Clerk shall file the assessment rolls pertaining to this assessment in her office and
shall certify annually to the County Auditor on or before November 30th of each year the total
amount of installments and interest on assessments on each parcel of land which are to become due
in the following year.
