Lot Size: 18 Acres Attachments: Exhibit A: Site Location/Zoning Exhibit B: Applicant Narrative Exhibit C: Plat Plans & Landscape Plans Exhibit D: Engineering Department Memorandum Exhibit E: Parks & Recreation Memorandum Exhibit F: Natural Resources Memorandum Introduction The Ryland Group has submitted an application for Final Plat approval of property located south of Eagle Creek Blvd. and east of Foothill Trail (Dakota Highlands Second Addition). This second phase would include 24 single-family lots on 18 acres, with .3069 acres of Outlot area and 1.7371 acres of right-of-way. The Preliminary Plat was reviewed and approved by Council at their June 17, 2014 meeting. Discussion The Second Addition is a continuation of their First Addition development, which includes lots consistent with the R-1A zoning requirements, which has larger site width and size requirements than the R-1B Zone (95 feet min. width by 135 feet min. depth, whereas R-1B has 60 foot min. wide lots and 100 foot deep min. depth). Ryland previously noted that the homes are anticipated to be in the range of 2,600 to 3,380 square feet in size, and projected to sell in a range between $470,000 and $515,000. Access to this development will occur primarily off Spring Lake Drive (which intersects with Eagle Creek Blvd.), and 21st Avenue East, which is presently a stub street off Foothill to the west of the proposed development. Sidewalks are proposed on the north side of 21st Avenue East, and on the west side of Summerhill Place, with a trail proposed from Summerhill Place to Horizon Drive. Proposed Outlot A is essentially a drainage and utility easement, which would provide location/access for utility services and the fore-mentioned trail. In the southeast corner of the development, the developer proposes to establish a conservation easement in order to retain the existing woodlands. Several city departments and outside agencies have provided memorandums which note comments/conditions as a result of their review of the project. These memorandums have been attached to this report. The Engineering Department has reviewed the application and provided a memorandum that includes a significant number of conditions that shall be incorporated into the resolution should this request be approved. Shakopee Public Utilities provided a memorandum, commenting that a portion of this plat is located in SPUC's 1st High Elevation Service District for water service, noting that those lots will need a temporary private booster pump for adequate water pressure. The Natural Resources Technician provided a memorandum outlining a number of conditions should this plat be approved. The Director of Parks, Recreation and Natural Resources provided a memorandum noting a number of conditions of approval, specifically noting trail design requirements, park dedication fees, and other trail and signage requirements. Those conditions will be incorporated into the plat resolution. This review should be considered preliminary, as more comments will follow with additional submittals. However, the engineering department offers the following comments at this time to the applicant and to the planning department: General Conditions The following items need to be addressed/completed prior to release of the Final Plat for recording: 1. Execution of a Developer's Agreement, which needs to include provisions for security for public improvements within the subdivision and payment of the Street and Utility Fee and the Watermain Fee. 2. Payment of all Storm Water Management Plan Review Fees need to be made, as required by the most current City of Shakopee Fee Schedule. 3. Grading is defined as bringing the site to the proposed finished grade with materials deemed acceptable by the City of Shakopee engineering department, providing topsoil per City requirements and applying seed, mulch and/or sod per City requirements and providing an as-built record grading plan per Section 2.5 of the City of Shakopee Design Criteria. 2. The applicant will connect the draintile associated with the retaining wall to another private draintile system in the rear of the adjacent lots. This private draintile can be connected to the public storm sewer system in order to reduce the likelihood of saturated rear yards. 3. The applicant will install sod the full width of all rear yard drainage and utility easements that contain storm sewer. 4. The applicant will verify the proposed landscaping plan is in compliance with the most recent version of the City of Shakopee's Easement Fencing and Landscaping Policy. 5.
