CITY OF SHAKOPEE Memorandum TO: Mayor& City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Certify Delinquent Storm Drainage Bills, Res.No. 7510 (C) DATE: 11/05/2014 ACTION SOUGHT: Offer Resolution No. 7510, A Resolution Certifying Delinquent Storm Drainage for collection on the Tax Roll payable 2015, and move its adoption. BACKGROUND: The City routinely certifies past due storm drainage utility bills for collection with the property taxes. Resolution No. 7510 certifies four (4) one (1) bill for delinquent storm drainage fees including a $25.00 certification fee, for collection with the 2015 taxes. The total amount after fees have been applied for these four parcels is $600.83 this one parcel is $56.78. The property owners have been notified of the process. RECOMMENDATION: Offer Resolution No. 7510, A Resolution Certifying Delinquent Storm Drainage for Collection on the Tax Rolls payable 2015, and move its adoption. BUDGET IMPACT: None. RELATIONSHIP TO VISIONING: This supports Goal C: Maintain the City's strong financial health. ACTION REQUESTED: Offer Resolution No. 7510, A Resolution Certifying Delinquent Storm Drainage for collection on the Tax Roll payable 2015, and move its adoption. RESOLUTION NO. 7510 A RESOLUTION CERTIFYING DELINQUENT STORM DRAINAGE UTILITY BILLS FOR COLLECTION ON THE TAX ROLL PAYABLE 2015 WHEREAS, the Shakopee City Council did create a storm drainage utility pursuant to Ordinance Number 176 and the storm drainage utility is supported by user fees collected by utility bills and the below bills are delinquent. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,MINNESOTA: 1. That such proposed assessment together with any amendments thereof, are hereby accepted and shall constitute the special assessment against the lands named herein and each tract therein included is hereby found to be delinquent. Parcel No. Delinquent Amount Fee Description 27-010015-0 $31.78 $25.00 Storm Drainage Total $56.78 2. That there will be added to the delinquent amount a $25.00 fee if the delinquent amount is not paid before November 5,2014. 3. Such assessments shall be payable in one installment, payable on or before December 15, 2014, and shall bear interest at the rate of 5.00 percent per annum from the date of the adoption of this assessment resolution. To the one installment shall be added the interest on the entire assessment from the date of this resolution until December 31, 2015. 4. The owner of any property so assessed may, at any time prior to December 5, 2014,pay the whole of the assessment on such property without interest to the City of Shakopee Finance Department. After December 5, 2014, the owner of any property so assessed may pay the whole of the assessment on such property with interest from the date of this resolution to the City of Shakopee Finance Department. 5. The owner may thereafter pay to the County Treasurer the installment and interest in process of collection on the current tax list. 6. The Clerk shall file the assessment rolls pertaining to this assessment in her office and shall certify to the County Auditor the total amount of the installment on each parcel of land for collection with next year's taxes.
