SUBJECT: Regional Solicitation for Federal Funds for T.H.169 Pedestrian Bridge(E)
Action Sought
Approve an Extension Agreement with WSB &Associates,Inc.to prepare an Application for Regional Federal
Funds for a T.H. 169 Pedestrian&Bicycle Bridge connecting CR 101 trail,Quarry Lake regional park and the
Dean Lake/Southbridge area.
Background
The Metropolitan Council has released the 2014 regional solicitation for federal transportation funding for local
projects which is done every two years.Approximately$150 million be available for metro area projects. There are
three evaluation categories grouped by modals being Roadways,Transit or Bike&Pedestrian.
The Regional Solicitation process is being released later than normal as the application process has been changed
and has an application deadline being December 1,2014. This round of solicitation is for program years 2018&
2019.
Attached is a sheet on the funding availability,minimums and maximums of the three modals of
transportation projects.
Also attached is a proposal from WSB &Associates,Inc. for the preparation of an application for a TH 169
pedestrian and bicycle bridge connecting Quarry Lake area with the Dean Lake/Southbridge Area.
Recommendation
Staff recommends approving a motion approving the WSB &Associates,Inc.proposal to prepare a regional
solicitation application for a T.H. 169 bicycle&pedestrian bridge. Previously staff had applied for federal funds
but did not have access to Quarry Lake. With the recently completed Valley Business Center Park improvements,
public access to Quarry Lake Park is completed and a connection to CR 101 regional trail. The pedestrian bridge
over TH 169 connects the Dean Lake and Southbridge area with the Quarry Lake area.
Budget Impact
Submittal deadline of this application is December 1,2014.Estimated no-to-exceed cost of professional service is
$4,500.00 from the Engineering Professional Service account and funds are available in the budget.

This supports Goal E: Deliver effective and efficient public services by a staff of well-trained,caring and
professional employees.

Funding Availability, Minimums, and Maximums
A total of approximately$150 million in federal funds is anticipated to be available in this solicitation for
program years 2018 and 2019.Additionally,there is approximately$8 million to$11 million of roadway
funding that is available for 2017.As shown in Table 1,modal funding ranges have been established by
TAB, based on historic levels,to give applicants an understanding of the general funding levels available
by mode.TAB reserves the right to adjust these modal funding levels depending on the amount and
quality of projects submitted. Base-level TDM funding for the TMOs and Metro Transit will be taken out
of the Transit and TDM category.

Table 2 shows the minimum and maximum federal award for modal sub-categories that applicants can
apply for as part of the Regional Solicitation.The values do not account for 20 percent local match
minimum that applicants must contribute to the project.

Re: Estimate of Cost to Provide Engineering Services
Regional Solicitation- Grant Application
Dear Mr. Loney:
According to our Agreement for Professional Services within the City of Shakopee and Section
I-C-2 (Major Projects),this extension agreement is written to provide you with an estimate of
cost for engineering services for the above-referenced project.
The proposed project includes the preparation of a Regional Solicitation Grant for the Quarry
Lake Park Bridge over TH 169. The funding sources will be applied for under the
Transportation Alternatives Program(TAP).
We propose to conduct the work on an hourly basis with an estimated fee of$4,500. We will not
exceed this amount without your prior approval.
It is proposed that all work under the contract would be considered complete after the application
has been submitted to Met Council. The design and construction phase would be initiated if
funding is approved.
The City of Shakopee agrees to reimburse WSB&Associates for these services in accordance
with Section IV of the Agreement for Professional Services. If this agreement meets with your
approval,please sign below and return one copy to our office. .
