Action Sought
The Council is asked to authorize a temporary salary increase for IT Specialist Rachel Romansky
to Grade 8, Step E of the Non-Union Pay Plan, effective October 20, 2014.
Background
IT Specialist Rachel Romansky has been serving as the City's sole IT staff person since the
resignation of IT Coordinator Raoul Boudreau on April 4, 2014. The IT Coordinator position has
been posted twice, with staff receiving applications and conducting interviews, but a candidate
that matches the City's needs has yet to be hired. In the meantime, Ms. Romansky has taken on a
larger and more complex work load and done so with great success.
While it is somewhat common for employees to temporarily take on added duties as the City
experiences staff turnover, the duration of this particular"temporary" situation has extended well
beyond a normal period of staff turnover and this will likely continue to be the situation for at
least another two months. Therefore, Council is asked to authorize a temporary salary increase
for Ms. Romansky to Grade 8, Step E of the Non-Union Pay Plan, effective October 20, 2014.
This temporary increase would remain in effect until such time as a full-time appointment is made
to an IT position more senior to Ms. Romansky's current IT Specialist position.
Budget Impact
The cost of this temporary salary increase is approximately $375 per month and can easily be
accommodated within the IT Division's existing operating budget due to the length of time the IT
Coordinator position has been vacant.

The Council is asked to authorize a temporary salary increase for IT Specialist Rachel Romansky
to Grade 8, Step E of the Non-Union Pay Plan, effective October 20, 2014.
