Informational Item
With the winter season approaching and the need for staff to prepare the winter activity brochure
information, a plan has been put in place by staff members of the Public Works and Parks, Recreation &
Natural Resources Departments for the outdoor ice rinks. For the 2014-2015 outdoor ice season the City
will flood and maintain the parks that contain dual rinks only. These parks include Lion's, Westminster,
Scenic Heights, Green Meadows and Riverside Fields. No new rinks will be added. The rinks at these
parks will be staffed and maintained to the best of the City's ability. The parks will also be open as soon
as the City can establish ice and will be closed when the ice can no longer be maintained. These dates
will depend on weather and staff availability. This decision has been made based on staffing costs and
availability, maintenance costs and community usage.
The cost to staff each outdoor rink, assuming the rink is open as scheduled and not closed due to
weather, is approximately$2000 per rink. Staffing of the outdoor rinks posses a challenge each year for a
variety of reasons including limited hours due to the unpredictable weather, minimum pay and safety
concerns. Each year part time staff is lost to other local businesses that can provide them with consistent
hours at a higher wage. The City is considering an increase to the rink attendant pay which may
encourage the part-time staff to commit to the position.
In addition, the cost to flood and maintain a rink is approximately $2500 per rink. Usage of the above
rinks (with the exception of Lion's Park that is used by the Hockey Association) averages 12-25 patrons
per day. Last year the rinks were open 57 days out of 75 days. Over the years the City has grown and a
number of parks have been added however staffing has not been added to the Public Works Department
to keep up with the management and maintenance of the increased number of facilities. After a snow fall
all areas within the Public Works Department plow snow beginning with streets, sidewalks and trails.
The rinks are the last facilities to be cleared.The rinks are flooded at night and the ability to make and
keep ice depends on the outside temperature and the amount of snow cover on the rink that is required to
be removed.
The regular hours of the rinks will remain 5-9pm during the week and 1-8pm on the weekends due to the
limited staff availability. Additional hours will be added and advertised as staffing allows. The rink hours
will be posted at each park and all rink hours and closures will be listed on the Park and Recreation
Department's Facebook page, department hotline and on the City's website if possible. The rink closing
procedures will remain the same. Rinks will close if the air temperature falls below-10 degrees F or the
wind chill temperature drops below-15 degrees F.
Lion's Park will be available for the Hockey Association's practices and games. The hockey rinks in
Green Meadow and Scenic Heights or Westminster will be programmed on Thursday evenings in
January and February for adult broomball leagues. All other rinks will be for public skating only as
planned during the park planning process. From a customer service perspective, if certain hours are
posted for the outdoor rinks, the public should be able to utilize those rinks at those times.
Improvements to the outdoor rinks will include operation instructions for the push button that operates
the lights and eliminating the crown on Westminster's rink. The paved rinks will not be painted or covered
because it has proven to be a maintenance issue and not cost effective. The City painted Lion's Park rink
white a few years ago and did not see a benefit compared to the cost. Like the neighboring City of
Savage other cities have chosen not to paint their rinks anymore for the same reasons. Also the paved
rinks with gate openings will remain open once the rinks are flooded due to the fact that when the ice is
made the gates are too low or freeze into the ice. Shovels outside of the warming house and smaller
goals will also not be put at the public rinks due to theft. Additional hockey goals may be available for
some of the rinks if there becomes a need.
Requested Action
The PRAB can ask questions and/or provide comments to staff. The 2014 Outdoor Rink Plan will be
provided to the City Council for review as part of a future activity packet.

TEMPORARY AND SEASONAL EMPLOYEES OF THE CITY OF SHAKOPEE
WHEREAS,Resolution No. 7395, a resolution adopting the 2014 Pay Plan for Part-
Time, Temporary and Seasonal Employees of the City of Shakopee,was adopted on December
17,2013; and
WHEREAS, in order to attract sufficient qualified candidates,there is the need to
increase the hourly wage paid to Rink Attendants prior to the start of the outdoor skating season;
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA,that the 2014 Pay Plan for Part-Time, Temporary and Seasonal
Employees is hereby amended to add Pay Grade J, consisting of the position of"Rink Attendant"
and providing for a wage scale of:
