Action Sought
The Council is asked to offer Resolution No. 7500, a resolution amending the 2014 Pay Plan for
Part-Time, Temporary and Seasonal Employees, and move its adoption.
Background
Each year the City's Park Maintenance Division floods several outdoor ice rinks from December
through February and the Parks & Recreation Department hires seasonal Rink Attendants to staff
the warming houses evenings and weekends. (See the attached Outdoor Rink Plan for more
information on plans for operating outdoor ice rinks and warming houses this coming winter.)
In recent years we have had a difficult time attracting and retaining reliable employees to fill these
positions. Therefore, staff is preparing to make a recommendation to increase the pay grade for
the position as part of the 2015 Part-Time Pay Plan, which will come forward for Council action
in December.
However, most outdoor rink attendants are hired in the late fall and begin work around December
20. Rather than have to advertise the positions with the current, lower rate and then provide an
increase for the new year, which will be just a few days into the outdoor skating season, staff is
seeking authorization to the set the hourly wage for Rink Attendants at the anticipated rate for
2015 from the start of the season. Doing so is expected to help the City recruit reliable employees
for these positions now.
