J, CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Jamie Polley, Parks and Recreation Director Travis Karlen, Recreation Supervisor Meeting Date: March 5, 2008 Subject: 2008 Aquatic Park Rates and Fee Schedule Revision & Consideration of Bids for SandVenture Slide Replacement and Shade Structure Addition, Project No. PR 2008-01 INTRODUCTION City Council is asked to consider the bid results and award a eontract for the SandVenture Aquatic Park slide replacement and shade structure addition. City Council is further asked to review the Parks and Recreation Advisory Board's recommendation for revisions to the fee schedule in regards to the Shakopee SandVenture Aquatic Park based on the decision to replace the slide or not to replace the slide. BACKGROUND At the February 19th meeting, City Council approved the plans and specifications and cost estimates for the slide replacement and shade structure addition and authorized advertisements for bids. Bid opening for the Aquatic Park will take place on March 4th. The bid results and resolution will be emailed to Council Members prior to the March 5th Meeting. With the potential for a new slide, the fee structure is being reviewed. The Shakopee SandVenture Aquatic Park has a daily rate for admission and a resident and non resident rate for membership and punch cards. Staff feels that the rate structure could be more simplistic and be more in line with the outcome of the slide. The following rate structure is the structure that was in place in 2007. Currently, Community Center members receive 50% off. There is also potential for a new slide to be built in 2008. Staff feels that the 2008 fees need to be addressed to support the purchase of the new slide or the elimination of the existing slide before the Summer Booklet is printed. If the fee study provides results that are not in line with the proposed fees in this memo, we will adjust fees for the 2009 season. At the February 19th meeting, Council expressed their concerns about the economic budget issues the City will be facing in the upcoming months and years. Council requested numbers and research that would support the belief that the subsidy will be decreased with added revenue from the slide and marketing of the park. FINDINGS FROM OTHER FACILITIES In 2005 Spring Grove did a switch from a traditional in ground municipal pool to an aquatic park. During the construction, the City added a large water slide. With the improvements they saw their revenue go from $14,481 in 2004 to $69,290 in 2006. They have seen the success of their additional slide and renovation and are adding a 2nd slide in 2008. Chaska Community Center replaced their slide a few years ago. The cost of their slide was $250,000 but was smaller than the slide proposed for SandVenture. They did not raise their fees with the addition of the slide, but found their weekly attendance did increase in the pool area by approximately 25%. In our own community we saw a $20,000 increase in revenue from memberships in 2007 after our building project was complete, this equates to approximately 400 new memberships. This shows the community's buy in as far as improvements to the park. In 2008 we also have a plan and budget in place for marketing of the new slide, professional brochures, and additional promotions for groups. Information was requested from Lake Minnetonka Regional Park and Lake Elmo which are sand bottom pools in the area. These pools are simple sand bottom pools with no additional features. They charge admission by the car. This would be equivalent to a family rate. I also received information from the City of Belle Plaine that has a traditional municipal pool with no slides and Edina Aquatic Park which has numerous amenities including a large slide. While we would not probably drop our prices to those of Lake Elmo or Lake Minnetonka, our current fees do not support a facility without a slide. SLIDE BID EVALUATION The slide bid will contain 3 alternates for discussion which may have an impact on the final decision for the slide. Those include: Add Alternate 1 Complete Demolition Currently we have received a verbal commitment from Public Works that they would be willing to help with demolition of the current slide. They would be helping with the demolition of the flume only. The remaining demolition would be completed by the contractors. If approved my council, this add alternate would move complete demolition to the contractor awarded the bid. Add Alternate 2 Landscaping This alternate would provide full landscaping design and installation under the waterslide. If rejected, the design may be moved to our Landscape Architect and services for install could be quoted separate from the project. Deduct Alternate 3 Bridge over Slide Currently for patrons to utilize the slide they need to walk all the way around the 1 acre body of water. By having a bridge over the slide, we are able to promote the use of the west side of the pool. Although the bridge would be a great improvement to the project, it may be postponed or eliminated from the project. Another question that remains unanswered is the replacement policy for slides. If we take the slide away from the park in 2008 and do not replace it at that time, there is no guarantee that the State would let us add a slide in the future. PROPOSAL A recommendation will be made to the City Council to proceed with the replacement of the slide and award the slide contract based on the bids received on March 4th. In addition, PRAB has recommended two scenarios for the 2008 fee structure for the Shakopee SandVenture Aquatic Park. The first proposal shows a scenario with an approved new slide that is competitive with other pools in regards to the size of our facility, features, and demographics of our community. This proposal is mostly broken up by the height requirement to ride the slide solo which is 48". Those under 48" may ride the slide with an adult. The second proposal shows a scenario that includes a removal of the current slide. Without the slide this proposal is competitive with other pools in regards to the size of our facility, features, and demographics of our community. This proposal is mostly broken up by age and is a 10% decrease in memberships and punch cards from proposal #1. This did not apply to the daily admission or the punch card prices. In 2007 this ~ off discount totaled nearly a $6,000 revenue loss. Staff feels the discount is too generous for those having a membership at the community center due to the fact that the community center and aquatic park are two separate entities. PRAB has recommended reducing this to a 25% discount for Community Center Members. FINANCIAL AFFECTS OF EACH PROPOSAL Utilizing our attendance numbers, membership sales, and punch card sales from 2007 this would have been the outcome if each attendance proposal would have been in place for the 2007 season. 2007 Actual Revenue $45,336 Members & Punch Card Daily Admission Total *Proposal 1 Revenue $49,869 Proposal 2 Revenue $45,336 Proposal 2 % Chan e 0% Increase $50,896 $59,548 $46,824 $96,232 $109,417 $92,160 In 2007 the total revenue from memberships, punch cards and daily admissions totaled $96,232. We estimate a 25% increase in attendance for the aquatic park in 2008 based on the attendance increases seen in other communities such as Chaska. The total estimated revenue increase for 2008 will be approximately $24,000 with the addition of the new slide. Likewise, if the slide is not replaced we can expect a 25% loss or $24,000 loss in memberships, punch cards and daily admissions revenue. REQUESTED ACTION 1. If City Council concurs, move to Award the contract by offering Resolution No. 6739, A Resolution Awarding a Contract To the contractor to be selected at the March 5th City Council meeting for Replacement of the Shakopee SandVenture Aquatic Park waterslide and addition of shade structures, Project No. PR2008-01 2. Council should also provide direction on the bid alternates for the project. 3. If Council concurs with PRAB's recommendation, revise the fee schedule to reflect the rates proposed for 2008 based on the replacement of the slide or elimination of the slide at the Shakopee SandVenture Aquatic Park. 4. Accept or reject PRAB's recommendation to the City Council to decrease the discount for SCC members at SandVenture to 25%. ~ ~ ~ ~r n. BACKGROUND At the February 19t" meeting, City Council approved the plans, specifications and cost estimates for the slide replacement and shade structure addition and authorized advertisements for bids. Bid opening for the project took place on March 4th. Two contractors submitted bids on the slide replacement and shade structure addition. Because of the complexity of the contractors working with different slide designers, we have included a table to show how the bid tabs came in with recommended options. Each contractor is shown with two slide manufacturers in Attachment A. DISCUSSION The contractor's bids in Attachment A show the breakout of six shade structures. Badger Pools, Inc. has submitted a bid of $8,300 per shade structure and Pool Construction Inc. has included the shade structures within the base bid. We currently have $34,000 remaining is the support building project fund from 2007 to purchase the shade structure. We will therefore reduce the number of shade structures for the aquatic park from six to four to stay within the $34,000 budget. In the 2008 CIP there is $450,000 allocated for the replacement of the Shakopee SandVenture Aquatic Park waterslide. The design services came to $40,200 which leaves $409,800 in the budget for slide construction. The waterslide was constructed in 1985 and is in poor shape. Portions of the slide are brittle and there are several seams that are in need of constant repair to maintain the safety of the slide. If the slide is not replaced in 2008, we will be looking at costs to take the slide down permanently. The cost would likely be around $50,000 based on the full demolition bids by the contractors. As stated in the memo preceding, this would also reduce our revenue at the facility. By not replacing the slide the expenditures for the aquatic park would have a minor staffing cost deduction of approximately $10,000. Furthermore, there is no guarantee that we can replace the slide in the future if we take the current slide down due to possible state legislation. In Attachment A you will see. there is an apparent low bidder with Badger Pools as the general contractor and Splashtacular as the slide manufacturer. Please also note that the substantial completion date is later than originally anticipated. We do not feel that this will affect the revenue generated at the pool for the 2008 season. Council is further asked to make a recommendation that the Public Works Department assist with the demolition of the slide flume and piping. AND WHEREAS, City Council has carefully considered the alternates to the bid and is selecting the following alternates; Alternate No. 1: Add Full Demolition by Contractor Alternate No. 2: Deduct Bridge Construction Deduct Landscaping AND WHEREAS, it appears that Badger Pools, lnc., N789 Golf Road Prairie Du Sac, W153578 with Splashtacular as the Slide Manufacturer is the lowest responsible bidder. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. The appropriate City officials are hereby authorized and directed to enter into a contract with Badger Pools, Inc. in the name of the City of Shakopee for the replacement of the Shakopee SandVenture Aquatic Park Waterslide and Shade Structure Replacement, Project No. PR2008-1, according to the plans and specifications therefore authorized by the City Council and on file in the office of the City Clerk. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed.
