SHAKO1'EE TO: Mayor and City Council FROM: Mark McNeill, City Administrator DATE: 10/07/2014 SUBJECT: Authorization to Apply for Right-of-Way Permit from Scott County for Mural Project on the Support Wall of 1st Avenue Mini By-Pass (A, D) Action Sought The Council is asked to authorize staff to apply for a right-of-way permit with Scott County, which would allow Main Street Shakopee to paint a mural on the north wall of the 1st Avenue mini by-pass in the downtown area. Background Main Street Shakopee (MSS)has identified a number of beautification and improvement projects in the downtown area. Four committees have been formed to "address design, promotion, economic restructuring, and program organization". One of these, the MSS Design Team, will concentrate on making visual improvements to the district. One of the proposed projects of the Design Team is to use public art to make areas more attractive, and to inform members of the community about Shakopee history and culture. MSS has identified the north side of the downtown mini by-pass, in the area surrounding the pedestrian "tunnel" on Holmes Street, to be the location of a painted mural. The mural would be done in four phases, and would eventually cover the entire sidewalls on the north side of 1st Avenue west of the bridge, and the Holmes Street tunnel. One of the committees has put together a preliminary budget, ideas for fund raising, as well as a proposed schedule. A "launch party" has been scheduled for Saturday, October 25th, to help generate interest. The proposed site is apparently owned by Scott County, as it is the northern support wall for CR 69. There is some question as to whether or not that section of the roadway was actually "turned back" to Scott County from MNDOT. If is was not, the City will work with Scott County to facilitate that getting done. It should not affect the timing of this project. On behalf of the MSS project, the City Council is asked to authorize City staff to apply for a right-of-way permit to Scott County to allow for the painting of the mural. If necessary,County staff will then follow-up with the Scott County Board. Recommendation I recommend that the City Council authorize staff to apply for a right-of-way permit to Scott County, for a mural to be painted on the north side of the First Avenue mini by-pass. Budget Impact The intent is that this will be self-funded, in terms of the design and painting. Staff is working with Main Street Shakopee to make certain that future maintenance costs are minimized to the greatest extent possible--a graffiti-resistant "clear coat" covering is recommended to be applied to the mural. to protect it from vandalism That clear coat would initially be provided as part of the project, however, it is likely that pressure washing and maintenance will fall to the City. It is also probable that, over time as interest moves on to other areas, the periodic re-application of the clear coat and maintenance will be done by the City. The current costs of the clear coat material alone is about$2.75 per square foot. Relationship To Visioning This supports Goal A, "Keep Shakopee a safe and healthy community where residents can pursue active and quality lifestyles," and Goal D, "Maintain and create strong partnerships with other public and private sector entities." Requested Action If the Council concurs, it should, by motion, direct staff to apply for a right-of-way permit to Scott County, to allow for the painting of a mural on the north side of the First Avenue mini by-pass. Minnesota Main Street, Preservation Alliance of Minnesota WHY A MURAL? WHY NOW? What impression does downtown Shakopee make on incoming visitors? The 101/61 Southwest Reconnection Project is expected to increase traffic adjacent to Downtown Shakopee as the route becomes an alternative to the Hwy 169 Ferry Bridge. A fresh, colorful mural spanning the length of the retaining wall between Hwy 101 and the Holmes Street Pedestrian Bridge, in view of incoming traffic, would make an excellent impression! A mural project will welcome visitors to Shakopee, bring to life our unique history and culture and invigorate and graffiti-proof public spaces. As a Designated Minnesota Main Street® Community, The Main Street Shakopee Design Committee is tasked with preserving local heritage and improving the physical environment of the Main Street District. We see the mural project as a way to not only bring the value of public art into the district, but also as a starting place and catalyst to address a variety of design issues. Value of Public Art: Public art creates a sense of place and identity, establishes a memorable attraction, expresses community identity and imagination, reveals unique history, humanizes the built environment, invigorates public spaces, encourages a positive cultural scene, and increases creative collaboration. Addressing Design Issues: A variety of design issues have been targeted in recent discussions including: • Wayfaring and place-making signage • Bicycle and pedestrian amenities • General maintenance of public spaces • Potential targeted areas in need of beautification The potential for the mural project to engage widespread involvement throughout Shakopee makes it a powerful catalyst toward addressing these design issues. The mural project also addresses two top goals from the County Road 101 Marketing Plan. GOAL: Increase walkability throughout Downtown/First Ave. A mural creates an inviting atmosphere, encouraging pedestrians to utilize the Holmes pedestrian underpass and Minnesota Valley State Trail. GOAL: Leverage the Riverfront. The mural leverages downtown's riverfront position through connection and attraction. 4' Main Street Mural Project 3 MAIN STREET MURAL PROJECT TIMELINE AND PROCESS The Main Street Mural Project focuses on beautifying the retaining walls and surrounding areas of the Holmes Street Pedestrian Tunnel downtown Shakopee. Our goal is to paint a mural stretching from bridge to bridge on the retaining wall along the Minnesota River Valley Trail. Main Street Design Team volunteers have outlined a timeline to make the mural a reality. The total cost will depend on a variety of factors (size of area commissioned, potential for community participation painting-in areas, experience level of artist). The estimated range includes associated costs such as art and site supplies (brushes, scaffolding) and transportation. To start the project, our goal is to begin with the tunnel headwall and west retaining wall on the north side of the tunnel, aprox 1,000 square feet. Main Street Mural Project 5 START-UP FAQs How much will the mural cost? There are many variables including: artist commission rate, complexity of mural design, opportunities for volunteer painting days, ability to win grants, and potential equipment costs. We have set an initial fundraising goal of $30,000 to complete phases I-II. How will we fund the mural project? The Main Street Design Team is organizing an awareness, community involvement, and fundraising campaign. Fundraising efforts will be organized at three levels: • Crowdfunding: This consists of an online kickstarter campaign with donation levels ranging from $10-300. Our goal is to raise $10,000 from crowdfunding. • Seedfunding: Seedfunding levels range from $500 and above. These sponsorship levels are for businesses, clubs, and other groups looking to get more involved with mural support — hosting events and potentially serving on a mural selection panel. Our goal is to raise up to $20,000 seedfunding. • In-Kind: paint, advertising, supplies and equipment donations Where is the mural located? The final goal is to execute a vibrant mural stretching from bridge to bridge on the retaining wall along the riverfront trail. However, that is a large space! We are phasing the project over time, starting with the sections north and inside the tunnel. We will keep the big picture in mind when choosing the mural design. How will the mural design be selected? Public input! The Design Team will compile mural idea design and theme submissions, host contests, and engage the Shakopee community in popular votes throughout winter 2014-2015. A muralist will be commissioned as final designs begin to arise. A selection panel will be formed to make the final design decision, working closely with the muralist. Who will paint the mural? A call for artists will go out January 2015, after initial mural themes and designs have arisen through popular vote. A professional muralist will be commissioned. Often, a muralist is able to work on the mural features and outlines, and the community can assist with priming, backgrounds, and large sections on special volunteer painting days. "If these walls could talk..." What would they reveal? As a designated Minnesota Main Street Community, Main Street Shakopee has a strong focus on historic preservation. The mural is an exciting opportunity to visually represent Shakopee's history, creating a vibrant riverfront district for the future! 1 ESQAe r c t <.
