SUBJECT: Authorization of GIS/GPS Software and Hardware for the
Public Works Department

INTRODUCTION:
This Council agenda item is to request authorization by the City Council to purchase
additional software and hardware needed to start implementation of a GIS Asset
Management System for the Public Works Department.
BACKGROUND:
On July 1.8, 2006, City Council approved a proposal to implement a Geographic
Information System (GIS) and Asset management System (AMS) for the City of
Shakopee Public Works Department. The City of Shakopee has contracted with WSB &
Associates, Inc. to develop the systems for implementing GIS/ AMS for the various assets
maintained by the Public Works Department.
A system needs assessment has been completed and system design for the various assets
determined. From this needs assessment analysis, it has been determined that the
additional software and hardware to begin implementation is as follows:
1. CarteFlex 5 user package $iS,OOO (contains 5 individual programs for
signs, parks maintenance and sewer/storm
maintenance)
2. Park Template $2,400 (park maintenance)
3. Pack of Cartegraph services $3,750 (services are paid hourly as they are
used)
4. GPS hand held $6,500 (utilized in the storm/sanitary areas)
5. GPS Beacon $1,500
6. GPS Software $1,400
7. Arc Info Software $7,550 (For Sanitary/Storm Utilities)
8. Map Publisher $2,150 (software for sharing maps,
Particularly with the sanitary and storm
utilities)
The total cost estimated for these purchases is $40,250. Of this total amount, most of the
purchases needed to begin implementation is for the sanitary sewer and storm drainage
utility systems. It has been determined that for the two utilities for the GIS and GPS
software and hardware, the amount is $28,100. It is proposed to split this cost at $14,050
to the Sanitary Sewer Enterprise Fund and $14,050 to the Storm Drainage Enterprise
Fund. Additional funding for 2006 was budgeted with $7,500 in the Park Maintenance
Division and $4,650 in the Street Division for software and hardware purchases.
These purchases would allow the beginning of implementation of a GIS/AMS
development particularly in the Park Maintenance Division and in the Sanitary Sewer and
Storm Drainage Utilities Division. Additional hardware and software purchases will be
needed, as the system further develops, and these items have been included in the 2007
budget and also included in the sanitary sewer and storm drainage utility budgets.
Staff is requesting authorization to purchase additional software and the additional
hardware at a cost not-to-exceed $41,000. The funding for these purchases would be as
mentioned in this memo from the Park Maintenance Division and Street Division and
Sanitary Sewer and Storm Utility Fund.
ALTERNATIVES:
1. Approve a motion authorizing staff to purchase additional hardware and software
at a cost not-to-exceed $41,000 and these purchases to be funded as per this
memo.
2. Do not approve these purchases of additional hardware and software.
3. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No. 1 in order for the GIS/ AMS systems to be
developed for the Public Works Department.
ACTION REQUESTED:
Approve a motion authorizing staff to purchase additional hardware and software at a
cost not-to-exceed $41,000 and these purchases to be funded as per this memo.

Re: Software and Hardware Purchase Recommendation
The purpose of this memo is to outline the Geographic Information System (GIS), Asset Management System
(AMS), and Global Positioning Systen (GPS) hardware and software that I recommend the City of Shakopee
purchase in 2006. The items recommended below are necessary for the continued development of the GIS/ AMS
goals identified in the needs assessment that I have been conducting over the past month. Below you will find a
brief description and the costs associated with acquiring the following items:
. GIS Software
. AMS Software
. GPS Hardware
GIS Software
It is recommended that the City purchase one concurrent ArcInfo license and one concurrent ArcGIS Publisher
license. ArcInfo is the full function, flagship desktop GIS software package offered by ESRI, the industry leader
in GIS. The most immediate need for ArcInfo is to provide staff the functionality required to convert the storm and
sanitary sewer maps from AutoCAD to GIS. This conversion will allow the data to be integrated with the City's
AMS. ArcGIS Publisher will allow maps to be published using ArcInfo so that other users in the City can view the
data using ESRI's free GIS viewer, ArcReader. Both software licenses are concurrent so they can be used by
numerous City staff provided only one person is uses it at any given time.
ArcInfo Cost: $7,550
ArcGIS Publisher Cost: $2,150
AMS Software
It is recommended that the City purchase a CarteFlex Package for 5-Users, the Parks Template, and a 50-hour pack
of services to begin software development for the City's AMS. The CarteFlex Package includes five concurrent
licenses that will be used to develop the City's Sanitary Sewer, Storm Sewer, Sign, and Park AMS, as well as link
these databases with the City's GIS.
CarteFlex Package: $15,000
Parks Template: $2,400
50-Hour Pack of Services (pro-rated for 2006): $3,750

GPS Hardare and Software
A GPS unit is currently required by city staff to begin collecting accurate locations of sanitary and storm sewer
structures. It is recommended the City purchase a Trimble GeoXH hand help GPS unit to collect the field data and
GPS Analyst software to integrate the GPS information with the City's GIS back in the office.
GPS Software and Hardware Cost: $9400
The total cost for the items outlined above is $40,250 including tax. If you have any questions or about my
