DISCUSSION Project Costs The following are the total project costs for the final work required to complete the project: Project CIP Budget: $536,000 Project Costs: Design and Construction Admin $ 15,000 Base Bid $593,000 Testing and Contingency (5%) $ 29,650 Recommended Bid Alternate (Shade Structure) $ 7,000 Additional Project Items Not in Bid SACIWAC Charges $ 13,000 Picnic Tables and Trash Cans $ 8,000 Finish Site Work. LandscapinQ. IrriQation $ 10.000 Total Costs $675,650 Balance -$139,650 CIP Impact In order to provide an additional $140,000 in funding for this project, the attached revised CIP summary shows that funding fortwo projects, Prairie Village Park and Prior Lake/Spring Lake Greenway Corridor, would need to be deferred until 2011. I have also deferred revenue from the parcel formerly planned for I-State Trucking to 2008 and 2009. As always, the ability to complete each year's projects is contingent on the revenue from development. Project Reduction Options At the September 5 meeting, City Council discussed several options to reduce the costs. The following information was provided by BKV Group in discussion with the low bidder. This information is for comparison purposes only and is not intended to represent actual costs, which would need to be determined through rebidding: ~c> --"-". Building A = Storage and Meeting Room Building B = Restrooms and Concession . The savings in today's dollars to omit building A and relocate electrical and mechanical controls to building B would be $65,000; however, the project would have to be redrawn and re-bid to reflect these changes. . Assuming that the revised building, building B only, would be re-bid in November, bids could range between $565,000-610,000. . Building A bid separately would likely be $130,000, because it would be a smaller project and a tight place to work. . BKV Group fees to redraw the current project to remove building A, re- engineer mechanical and electrical controls to building B, redraw and re- engineer roof structure, review/modify specifications as required, and administrate new bid phase would total $6,140 plus reimbursables. Items of concern for rejecting all bids and re-bidding in November are as follows: . Winter conditions would apply for most of the construction season. . Materials suppliers have indicated that materials cost will increase approx. 18-25% come January 2007. . labor Rates increase approx 10-15% in April of 2007 due to renegotiation of union contracts. Sports Complex Revenue If the entire building is completed and'serves as a tournament headquarters, there may be potential to generate some revenue by renting the complex to non city-affiliated groups. Award the contract by offering Resolution No. 6497, A Resolution Accepting Bids and Awarding a Contract for Construction of the 1 ih Avenue Sports Complex Building, Project No. PR2005-2, specifying bid alternates as desired (Alternate No.4, Shade Structure) is recommended Authorize additional project items identified in the staff report that are not in the bid, and direct additional project funding be allocated from the Park Reserve fund for the contract and additional project costs not to exceed $675,650. 3. Reject the low bid and award the bid to another bidder. REQUESTED ACTION City Council should, by motion, move an alternate consistent with your direction. If you offer either of the resolutions attached, please indicate whether it is the resolution rejecting bids or awarding the contract. BACKGROUND The design of the building that will provide restrooms, concessions, meeting space, storage, and mechanical controls for the 1 th Avenue Sports Complex was bid in spring of 2005. The bids were rejected by City Council for being over budget. Low bid was $528,500. Council directed a redesign that would eliminate what were perceived to be the most expensive items, including two separate roof structures and a central canopy. Other design elements that would ensure longevity of the building remained as previously designed, including exterior brick, metal roof, and commercial-grade components. The cost estimate for the redesign was $470,000-$490,000. Ten contractors submitted bids on the new design. The apparent low base bid was $593,000, and the high bid was $731,895 (see attached bid tab sheet). The base bid is approximately 20% over the engineer's estimate. Once again, we are faced with the issue of costs for the proposed design. The architect has provided the attached analysis on the bid results vs. cost estimates. One item noted in their analysis is that the cost estimates did not include storm sewer, which was added as part of the design in working with the City's Engineering Department. DISCUSSION After going through this design process twice, it is apparent that it is not possible to build a building with similar materials that are required as part of the CUP for SPUC's adjacent buildings at the cost that was estimated in the CIP. If we want bring this back under CIP budget, there are two things that would need to happen: 1. Change the design from commercial grade to more residential grade. This would include changing exterior material from block and brick to wood framing and siding, using standard asphalt roofing, etc. This would also change interior materials from block to sheetrock. Most of internal the fixtures would need to remain commercial grade. 2. Eliminate building functions. The easiest way to do this would be to eliminate the meeting, storage, and concession functions, and convert the concession area into a small mechanical room for the site irrigation and future lighting controls. This would significantly reduce the size of the building. Options to Consider 1. Reject all bids and delete the project. This would eliminate a building from the site. We would continue to use portable restrooms. For larger tournaments, organizers could provide a mobile concession operation. 2. Reject all bids and redesign by changing from commercial to residential grade and eliminating building component functions. As described above. 3. Award the contract and allocate additional funding. The total budget in the 2006 CIP for this phase of the project is $536,000. This amount includes funding for the building construction and remaining site improvements such as fencing along the ponds, ADA modifications, and picnic tables, and landscaping. The bid also contains alternates five alternates for consideration: Alternate NO.1: Cement benches $3,500 Alternate NO.2: Cement trash container enclosures $10,000 Alternate NO.3: Skylight $16,650 Alternate NO.4: Shade Structure $7,000 Alternate No.5: Trench Drains No bid According to the low bidder, there was some confusion about whether Alternate No.5, which was issued in an addendum, was to be part of the base bid. The low bidder included the trench drains in their base bid. Of the four other alternates, the PRAB was very interested in the shade structure, and this is a very good price. I would recommend accepting the shade structure. The architect has indicated that the skylight would be a focal design element of the building.
