Subject: Award of Contract for Savannah Oaks Neighborhood Park, Project PR2005-5
INTRODUCTION
The bids for Savannah Oaks Neighborhood Park were opened at 10:00 a,m. on September
14th, Thursday. The bid tabulation is attached. City Council is asked to review the bids and
either award the contract as Resolution No. 6488, A Resolution Accepting Bids for Construction
of Savannah Oaks Neighborhood Park to Kevin Casey L.L.C. or provide further direction to
staff.
DISCUSSION
City Council approved the construction documents and authorized bidding on August 15, 2006.
This report outlines the bid results.
There were 4 bids submitted and the apparent low bidder is Kevin Casey L.L.C., with a total bid
of $68,790.20.
This contractor stated that he has done work for the City Public Works Department before. I am
also checking references from several other cities, including: Blaine, Burnsville, Chaska, Prior
Lake, and Savage, which the contractor has provided names for.
Project Budget
The total CIP budget for this project is $147,000 which includes the park construction called for
in this bid, play equipment purchase and installation (approved as a separate item), and staff
design/construction administration. Of that, $47,000 was included with $40,000 for Playground
and $7,000 for staff design and construction admin. The apparent low bid of $68,790.20 by
Kevin Casey L.L.C. is within the project estimate of $74,000.00.
RELATIONSHIP TO VISIONING
This requested action appears to support Goals A, Active and healthy community and C, Great
place for kids to grow up.
RECOMMENDATION
Staff recommends awarding the contract to the low bidder by Offering Resolution No. 6488, A
Resolution Awarding a Contract to Kevin Casey L.L.C. for construction of park improvements to
Savannah Oaks Neighborhood Park. Staff also recommends that a 5% contingency be
authorized for the City Landscape Designer to authorize change orders and small quantity
adjustments, which is included in the resolution. The Parks and Recreation Advisory Board has
not made a recommendation on this bid as they have not yet seen the results.
REQUESTED ACTION
If Council concurs, offer Resolution No. 6488, a Resolution Accepting Bids for Savannah
Oaks Neighborhood Park, and move its adoption.
RESOLUTION NO. 6488
A Resolution Accepting Bids For
Construction of Savannah Oaks Neighborhood Park
Project No. PR2005-5
WHEREAS, pursuant to an advertisement for bids for Construction of Savannah Oaks
Neighborhood Park Project No, PR2005-5, bids were received, opened and tabulated according
to law, and the following bids were received complying with the advertisement:
Kevin Casey L.L.C. $68,790.20
Do-Right Construction $83,919.00
Bituminous Roadways $86,897.00
S.M. Hentges $108,800.71
AND WHEREAS, it appears that Kevin Casey L.L.C., 7491 Casey Parkway, Prior Lake,
MN, 55372 is the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA:
1. The appropriate City officials are hereby authorized and directed to enter into a contract
with Kevin Casey L.L.C. in the name of the City of Shakopee for the Construction of
Savannah Oaks Neighborhood Park, Project No. PR2005-5, according to the plans and
specifications ordered by the City Council and on file in the office of the City Clerk.
2. Approve a 5% contingency amount on this project for use by the City Landscape
Designer in authorizing change orders or quantity adjustments on this project.
3. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the
next lowest bidder shall be retained until a contract has been signed.
