SUBJECT: School Bus Parking Signage - 100 Block 5th A venue East

INTRODUCTION:
The Council is asked to add "Bus Parking Only" during school hours restrictions to
accommodate school bus parking on the block between Holmes andLewis Streets, on the
north side of Central School.
BACKGROUND:
The City has received a request from District 720 to extend the Bus Parking Only
restrictions on the south side ofthe block, north of the Central School. Currently, only
about a third of the block is designated as such. However, due to the fact that more
classrooms are being used this year, busses have had to park in the street to load and
unload students, because other parking is not readily available. This is a safety hazard
that should be addressed.
The School District has indicated that this will be for this school year only, as next year,
with the addition of new buildings, Central will not as needed for students that are
bussed.
RECOMMENDATION:
We recommend that signage designating "School Bus Loading Area". Be placed on the
south side of the 1 00 block of 5th A venue East.
A decision will be made in the future as to whether to continue this beyond the current
school year.
RELATIONSHIP TO VISIONING:
This supports Goal C - "Great Place for Kids to Grow Up".
ACTION REQUIRED:
If the Council concurs, it should, by motion, direct City staff to add signage for School
Bus Parking to the south side of the 100 block of 5th Avenue East.

RE: School Bus Loading Zone
The Shakopee School District Central Family Center (CFC) is located on the block
bounded by Holmes and Lewis Streets and 5th and 6th A venues. This year, CFC houses
all the kindergarten students from the Red Oak and Pearson Elementary Schools'
attendance areas. Bus loading and drop-off takes place on the south side of 5th Avenue
and the northwest side,ofLewis Street. Student drop-off and pick-up takes place at the
following times: 9:10-9:25 AM; 11:55 AM -12:05 PM; 1:10-1:25 PM; 3:55-4:05 PM.
As many as 14 busses are used to transport students at dismissal.
The purpose of this letter is to request permission for 5th A venue between Holmes and
Lewis and the northwest portion of Lewis Street to be designated as an official "bus
loading zone(s)" for the balance of the 2006-07 school year. It would be the intent of the
district to purchase temporary signage, to be used on days school is in session, through
the last day of school on May 23,2007.

The School Bus Loading Area sign shall be used to 20 WHEN
clearly identify an area to both motorists and bus drivers. It R2-1 FLASHING

6. The local school districts shall keep the appropriate
road authority informed about plans to add or delete A School Speed Limit Assembly or a School Speed Limit
loading areas. (S5-1) sign shall be used to indicate the speed limit where a
reduced speed zone for a school area has been established
(in accordance with law based upon an engineering study) or
where a speed limit is specified for such areas by statute. The
School Speed Limit assembly or School Speed Limit sign
shall be placed at or as near as practical to the point where
the reduced speed zone begins. It shall be used in
conjunction with the School Advance Warning sign (see
Section 7B.8).
