No. 6499 5.t:.5, -- ---~...""'---------'-------- City of Shakopee Memorandum CONSENT TO: Mayor and City Council Mark McNeill, City Administrator FROM: KrisWilson, Assistant City Administrator SUBJECT: Appointment to I-Net Joint Powers Board DATE: September 14, 2006 Introduction The City Council is asked to appoint the Assistant City Administrator to serve as the City's representative on the I-Net Joint Powers Board. Background In June of2003, the City entered into an agreement with Scott County and the Shakopee School District to jointly build and operate a fiber network, commonly referred to as the I-Net. The agreement calls for each of the three partners to appoint one member of their staff or governing board to the Joint Powers Board.. Because Tracy Schaefer no longer works for the City, there is a need to appoint someone else to represent the City on the Board. With the creation of the new Assistant City Administrator position, the City has a single person responsible for overseeing both telecommunications and information technology- the two divisions regularly involved in the operation, funding, maintenance and expansion ofthe I-Net. Therefore, it is recommended that the Assistant City Administrator be appointed as the City's representative to the Joint Powers Board. Recommendation It is recommended that the City Council adopt the attached Resolution,. appointing the Assistant City Administrator as the City's representative on the I-Net Joint Powers Board. Requested Action If it concurs, the Council is asked to offer Resolution No. 6499, A RESOLUTION DESIGNATING A DIRECTOR FOR THE INSTITUTIONAL COMMUNICATIONS NETWORK JOINT POWERS BOARD, and move its adoption. RESOLUTION No. 6499 A RESOLUTION DESIGNATING A DIRECTOR FOR THE INSTITUTIONAL COMMUNICATIONS NETWORK JOINT POWERS BOARD WHEREAS, on June 1,2003, the City of Shakopee entered into a Joint and Cooperative Agreement to own and operate an Institutional Communications Network (I-Net) with Scott County and Independent School District No. 720; and WHEREAS, the above agreement establishes a Joint Powers Board to operate, manage and control the I-Net and provides for the governing body of each member to appoint one member to the Joint Powers Board; and WHEREAS, the agreement requires that each member's appointee to the Board be a current member of the appointing authority's staff or governing body and the City's previous appointee to the Board is no longer an employee of the City; and WHEREAS, the Assistant City Administrator is currently responsible for overseeing the City's telecommunications and information technology services; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OFSHAKOPEE, Minnesota, that the City's Assistant City Administrator shall serve as the City-appointed Director on the Joint Powers Board for the Institutional Communications Network (I-Net) of Scott County, Independent School District No. 720 and the City of Shakopee.
