Maintenance Supervisor - Facility Operations

Introduction
The Council is asked to approve a newly written job description for the position of
Maintenance Supervisor - Facility Operations and authorize the promotion of Facility
Maintenance Lead Worker Duane Toenyan to the new position.
Background
The Facility Operations/Government Buildings Division ofthe Parks, Recreation and
Facilities Department currently has five full-time employees - one facility maintenance
lead worker, one facilities maintenance worker and three custodians. Duane Toenyan
currently serves as the Facility Maintenance Lead Worker.
Over the past three-years, this position has evolved to include the following higher-level
responsibilities:
~ Direct responsibility for supervising three full-time Custodians and one full-time
Facilities Maintenance Worker. This includes involvement in the recruitment and
hiring process, and responsibility for training, scheduling, and employee
performance.
)> All budget preparation and budget management for the facility operations
division.
~ Enhanced facility maintenance and operation aspects of new buildings with
greater levels of technology.
~ Responsible for coordinating improvement projects, such as mechanical upgrades,
office remodeling, and carpet replacement.
As a result of these changes, the 2006 Government Buildings Division budget included
funding to upgrade this position. Parks, Recreation and Facilities Director Mark Themig
has prepared the. attached job description for a Maintenance Supervisor - Facility
Operations position, which more accurately reflects the work being performed by the
current Facilities Maintenance Lead Worker. After reviewing the new job description, it
is recommended for placement ata Grade 7 ($48,610 to $60,818); equal to the City's
current Maintenance Supervisor - Streets and Maintenance Supervisor - Parks positions.
Recommendation
Staff recommends that the attached job description for a Maintenance Supervisor-
Facility Operations be approved and placed at Grade 7 of the City's Full-Time Pay Plan.
It is further recommended that Duane Toenyan, who currently serves as the Facility
Maintenance Lead Worker, be promoted to the newly created position, effective
September 18,2006 and placed at Step D, Grade 7 ofthe City's Full-Time Pay Plan. The
position of Facility Maintenance Lead Worker would then be eliminated.
Budget Impact
This change in wages was budgeted for as part of the 2006 operating budget for
Government Buildings. If approved, salary costs will increase from $50,290 to $53,426,
plus taxes and PERA.
Relationship to Vision: Appropriate placement and compensation of City employees
contributes to employee retention and performance, thereby contributing to the goal of a
vibrant, resilient and stable City (Goal D).
Requested Action: If the Council concurs, it should offer a motion to approve the
attached job description for the position of Maintenance Supervisor - Facility Operations
and authorize the promotion of Facility Maintenance Lead Worker Duane Toenyan to the
new position at Step D of Grade 7 of the City's Pay Plan, effective September 18, 2006.

SUMMARY
This skilled position is responsible for overseeing City facility operations including coordinating
maintenance, cleaning, preventative maintenance, and emergency repair of buildings;
supervising full-time maintenance worker and custodians; developing and managing budgets;
oversees special projects, and assisting the director and other departments with overall City
facility management and operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Plans, assigns, and directs the day-to-day operations including, staffing, project coordination,
equipment and supplies for the facility division.
Coordinates building operations, maintenance, and cleaning activities for assigned City facilities
and associated grounds. Tasks include monitoring and maintaining building heating, cooling, air
handling, and other mechanical systems; repairing plumbing malfunctions; preparing and painting
surfaces; cleaning; snow removal, room set-up and take down, assembling or moving modular
office furniture; etc.
Provides direction to full-time and part-time facility maintenance staff including coordinating
maintenance and operation projects, establishing priorities, and. overseeing work. Organizes,
directs, schedules, trains, and formally evaluates the work of others in the performance of a wide
variety of facility operations tasks. Ensures that assigned crew complies with safety regulations,
procedures, and practices. Handles performance issues including; monitoring. performance,
identifying deficiencies, developing improvement plans, and implementing disciplinary action.
Works with City's Human Resources staff on the recruitment and.interview process and
recommends for hire facility operations personnel, including custodians and maintenance workers.
Conducts the selection and procurement of supplies and equipment necessary for the operation
and maintenance of designated buildings and grounds. Researches pricing and other detailed
information as part of the bidding or price quote process of construction projects.
Maintains comprehensive cost records of maintenance activities, evaluates costs to determine
recommendations for program changes, purchase of new or replacement equipment, etc.
Takes prompt action incoordinating and conducting emergency repairs of assigned facilities
and equipment. Responsible for responding to issues 24 hours a day in case of emergencies.
Develops and reviews proposals and recommends to Council contracts for maintenance and/or
operation of City facilities and services. Oversees.the work of contractors engaged in contractual
service agreements in several areas, including:
. Cleaning Contracts . Mechanical Systems
. Electrical' and Cabling . Utilities
. HV AC Systems
Coordinates and supervises facility improvement projects. Develops proposals for work,
evaluates proposals, and makes recommendations regarding proposals for items like roof
replacement, renovations, carpet replacement, mechanical equipment replacement, etc.
Develops and maintains preventative maintenance schedules including maintenance policies,
practices, and procedures for maintenance of designated city buildings. Develops and submits
annual operating budgets that relate to building maintenance and operations. Assures that
assigned areas of responsibility are performed within budget and assures effective and efficient
use of budgeted funds including personnel, materials, facilities, and time.
Keeps supervisor and other department heads informed of important developments and work in
progress for City buildings. Responds to internal and external requests for service promptly,
efficiently, and effectively. Communicates building operation and maintenance needs in a
professional manner.
Takes necessary actions to ensure high levels of safety are maintained. Responsible for safety
training of staff and compliance to all safety codes including OSHA standards.
Operates tools and equipment and participates in performing work assigned when that
participation contributes effectively to the overall achievement of the division goals, schedules,
and programs.
Conducts other duties as assigned.
SUPERVISORYIWORK DIRECTION RESPONSIBILITIES
Provides supervision,work direction, performance review and evaluation for division personnel,
including evaluating program/work objectives and effectiveness and realigning work and staffing
assignments as needed. Coordinates the hiring, promotion, discipline, suspension, transfer,
and discharge processes.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
High school diploma (or GED) , plus 2 years relevant postH.S. technical training, education, or
degree, and a minimum of 3 years experience in maintenance and operation of buildings,
including cleaning practices, improvement projects, and mechanical systems, or an equivalent
combination of education and experience that provides the required knowledge, skills, and abilities.
Previous experience as a lead per~or1 or crew chief and post secondary education in a related and
relevant area is desirable (example: vocational, technical, or trade school).
ESSENTIAL KNOWLEDGE & SKILLS
Ability to establish and maintain effective working relationships with other employees,
subordinates, and the general public contacted in the course of the work. Ability to deal with
citizens in a professional manner in all situations. Knowledge of operational aspect of facility
operations division. Thorough knowledge and responsible use of division operating budget.
Knowledge of the materials, methods, techniques, tools and equipment used in operating,
maintaining, and repairing buildings. Computer knowledge required; experience working with
computers and software related to facility maintenance desirable.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability
to communicate effectively with co-workers, contractors, vendors, and the public. Ability to
maintain records and prepare reports pertaining to the area of responsibility and in accordance
with federal and state laws and city policies.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts with a calculator such as proportions, percentages,
area, circumference, and volume.
REASONING ABILITY
Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
Thorough knowledge of the occupational hazards involved and the safety precautions
necessary to the safe conduct of work and equipment. Ability to make decisions recognizing
established precedence and practices and to use resourcefulness and tact in meeting new
problems.
CERTIFICATES, LICENSES, REGISTRATIONS
Employee must possess valid Class D Minnesota Drivers License. Possession of a Minnesota
Second Class "C" Boiler's license or ability to obtain one within six months of date of
employment.
