Subject: Glacier Estates Schematic Park Design
INTRODUCTION
At the August 28th Parks and Recreation Advisory Board meeting, the Advisory Board
unanimously recommended approval of the Schematic Design for Glacier Estates Park
to the City Council.
DISCUSSION
Park Design
The park design is fairly straightforward. There is a trail which diagonally crosses the
park from the SW to the NE corner and the playground is near the center of the site, see
Attachment. There is a trail connection between two house lots to Portage Lane in the
SW and the NE corner has a trail connection across the street, which goes around the
wetland, along CR 18 and then to the Riverside Fields Trail. The trail follows the flattest
route across the steeply sloped park site, in order to ensure ADA access.
The center of the site is the flattest area, which is where the Playground is located, with
existing trees scattered around it. The slope of the site runs down from the high point on
the SE corner to the low point on the NW corner. The sloped areas provide potential for
rolling down hills and possible sledding. There are existing trees in the SW, SE and NE
areas of the site, as well as a few evergreens and apple trees near the play area. All
existing trees will be preserved, if possible. The mature trees and varied topography will
make this an attractive park.
Timeline
The proposed timeline for this park is to have bid documents available for the Developer
in late winter 2007 for spring 2007 construction.
Playorounds
Playground RFP's have not yet been prepared. Due to the proposed timeline with
construction in 2007, it makes sense to request playground proposals in 2007,
when current pricing will be available. At that time, there may also be an
opportunity for the first residents to be involved in this selection. A recommended
Playground option will be brought to Council in 2007.
Budoet
The current CIP allocation for this project is $110,000, though approximately $30-
$50,000 has already been spent by the Developer on trail connections to the Riverside
Bluffs Trail, which was authorized for credit from Park Development fees. These costs
will be confirmed prior to the completion of construction drawings. The preliminary park
estimates will accommodate the estimated construction costs for the park including the
trails. The main components of this project include: play equipment, trails, playground
edging, and concrete pads for the seating nodes, grading and plantings. Staff time,
contingency, Surveying and Staking, Erosion Control, and Testing are other standard
expenses. Preliminary estimates total around $80,000.

great place for kids to grow up.
REQUESTED ACTION
1. If Council concurs, approve the Schematic Design for the park in Glacier Estates and
authorize the preparation of construction documents.
