Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Cost Sharing of Pike Lake Road with the Developer of Ridge View Estates DATE: August 15,2006 INTRODUCTION: This agenda item is to request City Council authorization on cost sharing of Pike Lake Road improvements with the developer of Ridge View Estates. BACKGROUND: The developer of Ridge View Estates is Tollefson Development and previously they signed a purchase agreement with the City for the purchase of 37 acres for the future plat of Ridge View Estates. In this purchase agreement, the developer agreed to construct Pike Lake Road, from C.R. 16 to the existing terminus of Southbridge Parkway, including sidewalk, bituminous trail and street lights. The City's responsibility was to pay for the cost of wetland mitigation associated with the construction of Pike Lake Road. At the July 18, 2006 Council meeting, direction was given by the Council to meet with the developer and participate in turn lanes, fire access road, overlength of box culverts and 50% of street lights. Staff has received additional cost estimates for the items mentioned and has agreed with the developer to participate as follows: 1. Pike Lake Road Turn lanes and Fire Station Access $ 78,972.35 2. Over Length Box Culvert $ 17,800.00 3. 50% of Street Lights $ 15,500.00 Total $112,272.35 In summary, staff is recommending a cost participation on Pike Lake Road in the amount of $112,272.35. Funds exist in the CIF for this work and would be included in the developer's fees and reimbursement of Ridge View Estates. Visioninl! Relationship: This item supports strategies Vision Goal D. ALTERNATIVES: 1. Approve a motion directing staff to participate in the costs in the amount of $112,272.35. 2. Do not approve a motion to participate in the cost of Pike Lake Road. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, as the developer and staff have agreed to cost sharing, as per Council direction on July 18, 2006.
