The Council is asked to approve a revised job description for the position of Building Official and reclassify the position from Grade 8 to Grade 9 of the City's Full-Time Pay Plan. Background Community Development Director Michael Leek has prepared the attached, revised job description for the Building Official position. The changes in the job description are intended to reflect the growth of a position that was once more of a "lead building inspector" to one with significant administrative, supervisory and final decision making' authority. The attached job description has been submitted to the City's pay plan consultant who recommends that it be reclassified from a Grade 8 ($53,538 to $66,867) to a Grade 9 ($58,914 to $73,587) on the City's Full-Time Pay Plan. Recommendation Staff recommends that the attached job description for the Building Official position be approved and that the position be reclassified to a Grade 9 on the City's Full-Time Pay Plan. It is further recommended that Building Official Jim Grampre be placed at Step B of Grade 9, effective August 21,2006. It should be noted that this is a deviation from the literal interpretation of the Personnel Policy on the issue of upward reclassification. The Personnel Policy states that when a position is reclassified upward, employees shall be placed at the first step of the new pay grade that provides them with an increase over their previous salary. However, applying that policy to this situation would result in a very minimal salary increase ($896). Therefore, the department head has requested that the employee be placed at the next step up on the scale, which is Step B. Budget Impact This change in wages was budgeted for as part ofthe 2006 Building Division budget. If approved as recommended, salary costs wiU increase from $66,867 to $70,675, plus taxes and PERA. Relationship to Vision: Appropriate placement and compensation of City employees contributes to employee retention and performance, thereby contributing to the goal of a vibrant, resilient and stable City (Goal D). Requested Action: lfthe Council concurs, it should offer a motion to approve the attached job description for the Building Official position and authorize the placement of Building Official Jim Grampre at Step BofGrade 9, effective August 21, 2006. Job Description Job Title: Building Official Division: Inspection Department: Community Development Reports To: Community Development Director FLSA Status: Exempt Updated By: R. Michael Leek Updated Date: 08/02/2006 Approved By: Approval Date: Pay Grade: 9 SUMMARY The Building Official is responsible for carrying out and enforcing the provisions of State law and rule, and City Code that relate to construction of structures within the City. Acts as the final interpretive authority relative to building code issues for the City. Responsible for performance evaluation, recruitment and hiring and supervision of the day to day activities of the building inspections staff, including building inspectors, fire inspector, inspection secretary and office service worker. Makes recommendations to the Community Development Director for the annual budget for the Building Division. Undertakes the review and inspection of complex construction projects, or oversees the review and inspection of such projects. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. . Supervise inspection division staff, including hiring recommendations, performance appraisals, and employee development and training. . Ensure proper and productive use of automated data processing system for issuance of permits, recordation of inspections and related data, generation of management reports, and routine word processing, through training and utilization of available resources. . Establish and maintain division policies and procedures for record-keeping, inspection scheduling, fee collection, plan review, and enforcement. . Responsible for proper review of construction plans and inspection of structures to ensure compliance with applicable building and related code requirements. . Conduct inspections as required, including quality assurance checks of work by division personnel to ensure conformance with plan approvals, permits, and city performance standards. . Prepares and recommends annual Inspection Division budget to supervisor; administers adopted budget consistent with City policies and procedures. . Ensures complaints involving building codes, zoning ordinance, and related regulations are investigated and properly enforced, including initiation of appropriate legal action regarding violations that are not corrected. . Ensures division compliance with EEO, OSHA, and other mandated regulations. 1 . Interprets and applies building codes where there are questions regarding proper interpretation of such codes with architects, contractors, and homeowners. . Keeps supervisor informed of developments within area of responsibility. . Performs other duties and responsibilities as apparent or as delegated by supervisor. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Associate Degree (A.A.) or equivalent from two-year college or technical school and fourto six years related experience; or equivalent combination of education and experience. Preference given for Bachelor's Degree. MINIMUM QUALIFICATIONS: (1) Four years of responsible experience in the building trade or (2) a bachelor's degree in construction management or completion oftrade school course in building construction and two years responsible experience in the building trade. DESIRED QUALIFICATIONS: . Certification as a Building Inspector and Plan Examiner by I.C.B.O. or equivalent credentials . Five years progressively responsible experience in public sector protective inspection CERTIFICATES, LICENSES, REGISTRATIONS Must possess a valid State of Minnesota Class II Building Code Certification and a valid Minnesota Drivers License. KNOWLEDGE, SKILLS AND ABILITIES . Ability to develop and maintain effective working relationships with the general public, contractors, property owners, architects, and City staff. . Ability to communicate effectively orally and in writing. . Demonstrated ability to supervise the work of others. . Ability to interpret construction plans, specifications, and related documents . Knowledge of State and local building codes, rules, ordinances, and related regulations. . Ability to enforce ordinances and regulations firmly, tactfully, consistently and impartially. . Ability to obtain and maintain required and desired licenses and certifications for position. . Considerable knowledge ofthe principles, practices, methods, techniques, tools, materials and equip~ent in building 7()nstruction and major alterations. . Ability to critique building construction of considerable complexity. 2 . Ability to establish and maintain effective positive working relations with others. . Ability to accurately document construction progress and report violation of the City Code. PHYSICAL AND MENTAL DEMANDS . Position requires climbing, crawling, and some lifting. . Frequent visits to construction sites and typical related conditions . Position may involve working extended hours during peak demands for services . Occasionally may deal with angry and upset citizens, including but not limited to developers and contractors. . Occasional anxiety related to deadlines and customer demands for permits and inspections. WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions ofthis job.
