13.B.1. Aquatic Park Water Slide Final Plans and Authorization to Advertise for Bids
~3, B, r CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Jamie Polley, Director of Parks, Recreation & Natural Resources Travis Karlen, Recreation Supervisor Meeting Date: February 19, 2008 Subject: Aquatic Park Water Slide Final Plans and Authorization to Advertise for Bids, Project No. PR2008-1. INTRODUCTION City Council is asked to review the proposed plans and specifications and cost estimates for the aquatic park water slide and authorize advertisements for bids. DISCUSSION This project is to replace the water slide currently serving the Shakopee Aquatic Park. The Public Works department will assist with the demolition of the current water slide. Funding for the remaining demolition work and the construction of the new water slide will be taken from the Capital Improvement Program. One remaining item to complete from the Aquatic Park Support Building project of 2007 is to install shade structures along the beach. The installation of the shade structures will be included in the slide replacement project. The funding for the shade structures will utilize existing funds from the Aquatic Park Support Building project. The proposed water slide will be placed in the same area as the existing waterslide (see Attachment A for a layout of the existing water slide). The new slide will be similar in length however, it will be higher then the existing slide. The proposed Slide will incorporate a tower that will elevate the slide to provide a greater slope and a more appealing ride to the patrons. Two design layouts (Attachments 6 & C) are included for review. The two designs were generated based on the slide options available from the slide manufacturers. Since there is a limited number of slide manufactures the design that will be chosen will be based on the slide manufacture that is awarded the bid. Cost Estimates The cost estimate for construction of the project includes demolition and construction of the water slide, site work for the area surrounding the new structure and related construction items. The cost estimate also includes the $40,200 design services agreement that the Council authorized staff to enter into at the February 4~' City Council meeting. The cost estimate for the addition of shade structures to the Aquatic Park is included in the cost break down but will be funded using remaining Aquatic Park support building funds. The cost estimates below include alternates that can be added or deducted from the project based on the bid amount submitted. The following is a breakdown of estimated costs: Demolition $14,525" Pool Renovation $85,590 Water Slide $288,300 Construction Total $388,415 5% Contin enc $21,221 Slide Alternates Add Alternate #1 -Complete Demolition $28,000 Add Alternate #2 - Landsca in $14,200 Deduct Alternate #3 Brid a over Slide $35,000 Shade Structures $36,000 Specialt Testing $1,000 Desi n Services $40,200 *Attachment D illustrates the pool floor to be demolished and reconstructed at a depth that meets the current slide requirements. Timeline The proposed timeline for this park is to have the bid opening on March 4th. The notice to proceed will be given on Mach 6th following Council approval. Construction will begin with a scheduled completion date of June 13, 2008. Budget Impact The water slide is a capital improvement and has a depreciation factor. Staff will be required to budget $50,000 for building rent in each year's budget. The waterslide would also act as a great marketing tool to bring more groups to the park and would possibly bring families and individuals back that have not felt the current slide has met their expectations in the past. Although the revenue benefits are unknown, staff feels it would boost revenue for the park. RELATIONSHIP TO THE VISION A. Active and Healthy Community C.
