O. b, MEMORANDUM To: Mayor and City Council CONSENT Mark McNeill, City Administrator From: Travis Karlen, Recreation Supervisor Meeting Date: August 15, 2006 Subject: Aquatic Park Support Building Final Plans and Authorization to Advertise for Bids, Project No. PR2006-3. INTRODUCTION City Council is asked to review the proposed plans and specifications and cost estimates for the aquatic park support building and authorize advertisements for bids. DISCUSSION This project is to replace the support building currently serving the Shakopee Aquatic Park. The demolition of the existing building and the construction of the new building are being funded by the building fund. The proposed building will serve the Aquatic Park and Lion's Park with expanded locker room areas, expanded concessions, larger updated support areas, as well as the opportunity to provide restrooms accessible to Lion's Park. Council reviewed the schematic design at the July 5th meeting and had the following questions and comments: 1. Where will the water hose connections be in the building? There will be a water hose connection in each of the restroom areas as well as a connection in the concessions area and on each side of the exterior of the building. 2. Is the glass block vandal resistant? The architect stated that the glass block is not 100% vandal resistant; however it would take a lot to break the glass block on the building. We have also researched other water parks with similar glass block and they stated that few if any have ever been broken and they are easily replaceable. 3. With the flat roofs on the lower part of the building will we have maintenance problems? The architect has reviewed the roofing of this building and has stated that with the advanced technology of the roofing materials over the past years, there should be no issues with maintenance of the roof. The roofing material they are using is ballasted rubber which is a loose laid rubber membrane held down by river rock. In the cost estimates, a bid alternate for this would be an upgraded white fully adhered membrane which is heat welded. Most new government buildings in Shakopee have been flat roof structures. 4. Lion's Park restrooms seem too far from the park. We have had a discussion with the Shakopee Lion's Club and their desire is to keep the existing bathrooms at Lion's Park. The new restrooms are still an alternate however. 5. What will the color scheme of the building be? The consensus that we heard at the last council meeting wasto do a more natural cedar material in the elevated portion ofthe building along with a green block on the lower elevation to compliment. Colors have not yet been finalized however. Cost Estimates The cost estimate for construction of the project includes demolition and construction of the main building, site work for the area surrounding the new structure and related construction items. The cost estimate also includes a $25,000 winter conditions contingency due to the later construction start this fall. The original cost for this project in the 2006 CIP was $1,080,000. The architecture services for the project were estimated at $108,200 which gives us 971,800 for construction. The cost estimates below includes the restrooms serving Lion's Park. It does not include fencing the entire site, which council advised would be a consideration after bids were received. The following is a breakdown of estimated costs: Construction $935,000 Concessions Equipment $10,000 Construction Total $945,000 3% Contingency $28,350 Buildina Alternates Alternate #1 - Lion's Park Restrooms $36,000 Alternate #2 - Upgrade of Roofing $3000 Alternate #3 Colored Concrete Pattern $3000 Project Enhancements Fencina Entire Site $38,000 Landscape/Irrigation $20,000 Play Equipment $5,000 Timeline The proposed timeline for this park is to have bid documents available for advertisement in mid August 2006 with bid opening on September 7th for late September 2006 construction to be completed in spring 2007.
