Subject: Tahpah Park Playground Equipment and Rubber Safety Surfacing
INTRODUCTION
The City Council is being asked to approve the purchase the playground equipment for
Tahpah Park, as well as approving purchase of shredded rubber safety surfacing for the
playground.
BACKGROUND
PlaYQround Equipment
Tahpah Park Playgrounds were selected using a RFP process in winter of 2005 with
input from the User Group Design Committee. There were two designated play
functions:
. Playground A was to be a feature climbing piece for $35,000, and
. Playground B was to be modular equipment for ages 2-12 with a swing bay for
$40,000.
Each was requested to be installed in fall of 2006 and the proposals were to reflect 2006
pricing. We requested proposals from 6 manufacturers and received 5 proposals for
each area.
The Parks and Recreation advisory Board and City Council approved the playground
equipment along with the schematic designs for Tahpah Park in December of 2005. The
play equipment is included in the bonded 429 portion of the Tahpah Park project and
$75,000 was budgeted for all play equipment.
Midwest Playscapes (Playworld) was selected for Playground A. Their proposal included
a segmented climbing and fitness course. Playground B would be by Flanagan Sales
(Little Tykes) for the modular play system.
I have contacted the representatives and have received updated quotes. I also informed
them that my current estimate for installation is in late Octoberlearly November based on
the current schedule provided by the general contractor. The combined play areas total
$64,941.32, which is $10,058.68 under the total playground budget of $75,000.00.
There is one significant change to the original quotes which contributed to the cost
savings. The wood fiber surface has been removed from the new quotes, but the filter
fabric and rubber wear mats remain.
Rubber Safety SurfacinQ
When City Council approved the bids for Tahpah Park, the staff memo noted that the bid
for the rubber safety surfacing seemed high at $48,677.25 for 7914 s.f. We indicated that
we would confirm the pricing and possibly purchase this item directly from the
manufacturer.
We cont~cted a sales representative from Rubberecycle, which is the same supplier of
the surfacing in the Huber Park Community Built Playground, and the same supplier that
the contractor's bid was based on. We received a quote for a bulk dump of the surfacing
material of $33,200.00 for 8,0000s.f. If Council authorizes staff to purchase the rubber
safety surfacing from Rubberecycle directly, it will amount to a savings of over
$15,477.25 from the contract. Public Works Staff has agreed to spread the surfacing
material in the play area.

REQUESTED ACTION
If City Council concurs, it should by motion, authorize the purchase of:
1. Play equipment, fabric and rubber wear mats from Midwest Recreation for
Playground A, the fitness area, for a total of $26,523.32.
2. Play Equipment from Little Tykes for Playground B, the 2-12 age play area, for a total
of $38,418.00.
3. Rubber safety surfacing from Rubberecycle for the entire Play area, for a total of
$33,200.00.
