Subject: Small Improvement Plans for Stans Park ADA trail

INTRODUCTION \
This item is to seek approval to complete a small improvement project in Stans Park that
will provide ADA access to existing tennis court facilities at the park, as well as including
some aesthetic landscaping enhancements working with an Eagle Scout candidate.
BACKGROUND
This project was identified in the City's Transition Plan for Accessibility Modifications to
facilities with barriers to access for persons with disabilities. The City Council approved
completing all Priority,1 ADA access modifications in 2005. Priority 2 items are to be
completed in 2006. The Stans Park tennis access trail was identified in the plan as a
priority 2 item.
In addition, an Eagle Scout Candidate, Luke Spellburg, approached me last fall with a
desire to do a planting related project to achieve the rank of Eagle Scout. Luke has
prepared a planting plan, and will raise funds to purchase the plantings as well as
organize volunteers to do the plant installation. I will continue to support Luke with this
project through installation.
Additional enhancements include either two benches and a bike rack (3 bike hoops) or a
shade canopy structure. Addition of these items is contingent on (a) available funding,
(b) further research on the durability of the shade structure, and (c) Public Works work
load and ability to install these amenities on a timeline that works for them.
Drawings of the trail segments in Stans (A) along with trail quotes (B) and site furniture
estimates are included below.
BUDGET IMPACT
The quote for the trail connection in Stans Park is an ADA modification. The funding is
proposed to be taken from the Park Reserve Small Improvements Budget. Each year
there is $20,000 budgeted for small improvements. Additional benches, bike racks and
Shade structure would be included if the funding allows, and if Public Works has the
ability to do the installation. The plantings and related materials will be purchased with
donations that the Eagle Scout Candidate raises. A motion to accept this donation would
be brought to Council after plans are finalized.
I requested quotes for the trail work from three local bituminous contractors (Bituminous
Roadways, Minnesota Roadways Co., and Plehahl Blacktopping). I received two quotes.
One was from Bituminous Roadways, for $25,800.00 and from Minnesota Roadways for
$ 16,216.00. Total costs are as follows:

Since the costs exceed the available funding, we would like to meet with the Tennis
Association to determine whether the sun shade structure or the benches and bike
loops would be more desirable.

REQUESTED ACTION
City Council is asked to move to approve funding in the amount of $16,216 from the
Park Reserve Fund for ADA trail connections by Minnesota Roadways. In addition, City
Council is asked to authorize additional funding up $3,784 for either the Sun Shade
structure or benches and bike loops, contingent on satisfactory results of our additional
investigation on the shade structures, discussion with the Tennis Association, and
availability for Public Works to do the installation.
