SUBJECT: Purchase of Portable Studio Equipment

Introduction
The City Council is asked to authorize the purchase of new Portable Studio equipment for use
related to both the Public and GovemmentAccess channels. The Telecommunications Budget
for 2006 includes $45,000 for this purchase.
Background
At their August 1 meeting, the Telecommunications Commission reviewed the two quotes
received for this purchase. The only complete quote and the lowest cost quote was submitted by
Alpha Video with atotal cost of$32,118.05.
Recommendation
The Telecommunications Advisory Commission reviewed the staff recommendation and the
equipment involved and recommends that Council approve the purchase of specified Portable
Studio Equipment from Alpha Video at a cost not to exceed $33,000.
Relationship to Vision
The purchase of a portable studio contributes to GoaIB:.High Quality of Life.
Requested Action
If Council agrees, it should approve the purchase of portable studio equipment from Alpha Video
at a cost not to exceed $33,000.

Introduction
The City Council is asked to authorize the purchase of new Portable Studio equipment for our,
for use related to both the Public and Government Access channels. The Telecommunications
Budget for 2006 includes $45,000 for this purchase.
Background
The City currently owns a portable studio to allow video taping of events around the community
which can then be aired on Public Access, Channel 15. The portable studio is commonly
checked out by members of various High School booster clubs who use it to tape sporting events.
It is also available for use by City staff any time a multi-camera set-up is required.
The main focus of our portable studio upgrade is to make it truly portable. The current portable
studio has technology that is old, bulky and contained in large cases that are hard to lift or fit into
most vehicles. The equipment we are replacing is approximately seven years old and is either
already failing or will fail soon.
The new system that is being recommended for purchase has the following features:
e Video/audio switcher, program/preview monitor, camera preview monitor(s) and
character generator -- all contained in one unit.
e Pan/Tilt/Zoom (PTZ) cameras -- eliminates the need for camera operators, lighter
and easier to carry, all PTZ cameras are controlled by remote
e Tripods -- Are lighter and easier to carry
e Wireless Microphones -- allows for easier setup (not as many cables to run)
Additional purchases to be made (not included in this item):
e Bags -- staff is looking at four luggage style bags on wheels that would fit the
tripod, camera and cables required for one "camera station" setup
e Cord Reels -- allows easier storage and transportation of cables
. These items will purchased after exact configuration is determined
Staff sent out an RFP for equipment items that fit the goals for the portable studio. The RFP
broke down the portable studio into four categories: base system, cameras/tripods, microphones
and other which includes various cables and adaptors.
We received two responses to the RFP. The responses will be reviewed by the
Telecommunications Advisory Commission on Tuesday, August 1. The Commission's
recommendation will be presented to the City Council on Wednesday, August 2.
