'-If CITY OF SHAKOPEE Memorandum TO: Mayor & City Council CONSEr~T Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Consider Approving Plans and Ordering Advertisement for Bids for the 2006 CIPP, Project No. 2006-8 DATE: August I, 2006 INTRODUCTION: Attached is Resolution No. 6463, which approves the plans and specifications and authorizes staff to advertise for bids for the 2006 CIPP, Project No. 2006-8. BACKGROUND: Staff has completed plans for the 2006 CIPP. Staff is recommending that City Council approve the plans and authorize advertisement for bids, with the intent to have the bids be considered at the September 5,2006 Council meeting for the work to be done this fall. CIPP stands for Cured-In-Place-Pipe. CIPP consists of inserting a resin impregnated tube into the existing pipe. After the tube is inserted, hot water is circulated through the tube curing the thennosetting resin and forming a new pipe with a design life of at least 50 years. During the installation process, resin from the tube is forced into cracks, joints and other irregularities of the host pipe. This creates a mechanical lock between the host pipe and the new liner and holds them in place. The new liner adds strength to the existing pipe, resists the corrosion and abrasion caused by effluents and creates smooth transition over offset joints, cracks and missing wall sections. Staff is proposing to use this method to rehabilitate the sanitary sewer on Monroe Street, Madison Street, Jefferson Street and Quincy Street, between 11th Avenue and Izth Avenue. These streets were overlayed in 2005. The estimated cost for this project is $150,000. The bid opening is scheduled for Friday, September 1, 2006. As a result staff will have a memo on the table for Council to consider at the September S, 2006 Council meeting. This project will be funded from the Sanitary Sewer Utility Fund. ALTERNATIVES: 1. Adopt Resolution No. 6463, A Resolution Approving Plans and Specifications and Ordering Advertisement for Bids for the 2006 CIPP, Project No. 2006-8. 2. Deny Resolution No. 6463. 3. Table for additional infonnation. RECOMMENDATION: Staff recommends Alternative No.1, to approve plans and specifications in order to proceed with the 2006 CIPP, as outlined in this memo. Such plans and specifications, a copy of which is on file and of record in the Office of the City Engineer, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the. making of such improvement under such approved plans and specifications.
