INTRODUCTION
This agenda item seeks approval of the plans and specifications for the 17th Avenue
Sports Complex building and authorization to proceed with bidding.
BACKGROUND AND DISCUSSION
The original design for the 1 ih Avenue Sports Complex support building came in over
budget, and City Council rejected the bids. The architect that did the initial design is no
longer with BKV, so we had been in some limbofor a period oftime while a new
architect was assigned. BKV assigned Victor Pechaty to lead the redesign, and several
potential design element changes were presented to the Parks and Recreation Advisory
Board at their December 2005 meeting. Based on their feedback, we provided direction
to Mr. Pechaty on the function of the building, and asked him to come up with a redesign
that would fall within the project budget.
The Advisory Board and City Council reviewed and approved the schematic design in
March 2006 and ordered plans and specifications. BKV Group, along with assistance
from Dale Gade in the Engineering Department and Andrea Weber on our staff has
completed the plans and specifications. Select plan sheets are attached.
As discussed in March, the materials are commercial quality and vandal resistant. The
exterior materials area primarily red brick identical to the brick on the new SPUC pump
house along 1 ih Avenue. The roof is a standing seam metal roof. Other materials
include painted block, painted metal facades, and laminate plywood accents. All fixtures
are commercial grade, and the concession stand design meets Minnesota Department
of Health guidelines.
Two items that were discussed by the Parks and Recreation Advisory Board but not
decided at the time of schematic review until there were further refinements in the design
and additional cost estimates were a shade structure and heating. The current design
includes the shade structure as a bid alternate but does not provide heating due to the
costs for the mechanical systems and insulation.
One issue that came up during the plans and specification stage was how to handle site
drainage. The site has a large expanse of turf that drains toward the building. During
heavy rainfall events, considerable overland drainage occurs. In order to handle the
drainage, a stormwater catch basin and storm water piping is needed, which was not
anticipated in the schematic design. Cost estimate for this component is $28,000.
The total CIP amount for this work is $523,000, which includes building construction and
finish work completed outside of the building contract. The following is a break-down of
estimated costs:

These items could be funded from the project budget upon completion if funds allow. If
not, the Soccer Association would be asked to contribute toward these costs.
Substantial completion is planned for April 15, 2007, which would allow contractors to
complete any finishing work in the spring.
REQUESTED ACTION
City Council is asked to move to approve the plans and specifications and authorize
bidding for the 17th Avenue Sports Complex Building, Project No. PR2005-2.
