2007 GENERAL FUND BUDGET
Division: Police
MISSION STATEMENT:
It is the mission of the Shakopee Police Department to provide services
with integrity and professionalism, to pr9tect citizens through
enforcement of the law and to work in partnership with our community to
enhance the quality of life in the City of Shakopee.
ACTIVITY:
The primary services of the Police Department are heavily focused in
safety. This includes the prevention of crime and hazards through
education and citizen involvement; the timely response to life
threatening, hazardous, suspicious, or in progress criminal activity;
followed by the investigation of these events to prevent their
reoccurrence, seek prosecution and reassure the community of its
safety.
The Police Department has successfully implemented the Crime Free
Multi-housing Program. The department Crime Prevention Officer carries
out the responsibilities of the program. This officer works with the
City's multi-housing managers and assists them with problem tenants and
their ultimate eviction should they continue to violate laws and become
a burden on police services. Additional duties include the
coordination of National Night Out and the Community Emergency Response
Team.
Youth is another major focus of our police function. We have officers
directly committed to youth, two School Resource Officers and one DARE
Officer.
Community-oriented policing is the philosophical basis of all
department activities. This style of policing places great emphasis on
developing new lines of communication while enhancing existing ones.
Traditional patrol methods are supplemented, and sometimes replaced, by
alternative methods of service delivery. Soliciting community feedback
is a method of service evaluation. Officer training, scheduling, and
assignments are meant to reflect the importance of transforming the
police role from one of reactive law enforcement to that of problem
solving, working in partnership with our community to meet or exceed
their expectations.

SUBJECT: 2007 General Fund Budget Request
The City of Shakopee has established five goals as a method of setting priorities and providing
direction to staff. Directly related to police services are: Goal A- Active And Healthy Community,
Goal B- High Quality Of Life, Goal C- Great Place For Kids To Grow Up, Goal D- Vibrant,
Resilient And Stable, and Goal E- Financially Strong.
The 2007 police budget proposal is submitted with these goals and strategies in mind. Personnel
additions in the 2007 police budget include four patrol officers, promote a second captain, promote an
eighth sergeant, and a civilian records supervisor. This produces a total of five new positions within the
department.
The 2007 budget proposal includes the promotion of a second captain. A second captain position will
provide greater accountability and clearer lines of authority within our department while broadening
responsibility for department management and command. With two captains, the department would
divide departmental command authority into operations and administrative functions between the two.
One captain is currently doing both operations and administrative functions. This creates an unbalanced
structure with the captain currently responsible for 44 sworn and lOnon-sworn personnel on an
around-the-clock basis, including seven direct reports.
An additional captain will give sergeants the opportunity to focus on the direct supervision oftheir
personnel, with less time spent on administrative tasks. This is a significant organizational need, given
the number of new officers the department has hired in the past few years, resulting in an influx ofless
experienced officers.
The second captain would focus on improving both the department, and the City's emergency
management operations. This captain would also assure better utilization of volunteers in policing,
improved geographic accountability for problem solving and service delivery, and improve our
capacity for critical incident management.
The department also requests the addition of a civilian records supervisor. A records supervisor, in
charge of support staff and community service officer's, would improve our crime analysis function
along with updating programs to keep pace with current technology. Crime mapping, crime trends, and
crime intelligence need to be reviewed daily and then compared to the past and present trends. This
ultimately results in predicting future trends, staffing levels and deployment. A records supervisor
would have the skills and time to assure this is completed.

We continue to add tasks for our supporl staff each year. This has caused the department to fallbehind
in areas such as our suspense files and crime mapping. The department of corrections is now requiring
that additional records be maintained for our holding cells. Proper management of fingerprint data and
arrest data is a significant issue now and will bein the future. Management of this data and proper
entry is critical to ensure the safety of victims and our citizens in general. A records supervisor would
improve accountability in our records department.
A records supervisor would also improve the overall technological capabilities of the department. This
will insure that the department is taking advantage of every grant opportunity and advancement in
technology we can. A records supervisor with advanced technological skills in computers for example,
would assure that the department is utilizing our current equipment and software to its full potential.
Because the skills required for this position do not match those required of sworn police officers, the
department would recommend that a civilian fill the position. Typically, civilian positions are
compensated at a lower level than a sworn supervisor.
The promotion of an eighth sergeant is also requested in the 2007 budget proposal. Along with
supervising their patrol shifts, sergeants are expected to flex their schedules in order to accommodate
events in their beat, attend staff meetings, and training for example. This has put a great deal of stress
. on the patrol schedule and causes gaps where there is no supervisor working. A recent internal study
found that there was no supervisor on-duty approximately 20% of the time. This equates to
approximately 144 hours per month. This was done looking at year-to-:date times in 2006. Along with
the above-mentioned causes, sick time and vacations play roles in the supervision gaps as well.
With the large number of new patrol officers hired since 2003, eighteen to be specific, it becomes even
more important that those less experienced officers have the proper supervision. The gaps in sergeant
coverage do not provide the proper supervision and development needs of the employees within this
department, while managing the quality level of service that we need and want to provide to the
members in our community.
The police department is currently operating with 44 sworn officers. We have a 2006-budgeted staff of
46 sworn officers. Weare presently in a hiring process with intentions of filling the two vacant police
officer positions for 2006
A recent staffing needs assessment (see attached) supports a staffing level of35 patrol officers. That
number added to the positions of Chief, captain, seven sergeants, three investigators, two school
resource officers and one crime prevention/multi-housing officer equals a total staff of 50 sworn
officers. With an expanding city population, the police department needs to keep pace with size of the
city to maintain an acceptable level of service to the members of the community.
A staff of 50 sworn officers serving an estimated 2007 population of 34,500 equates to 1.44 officers
per 1000 residents. A City commissioned study advised minimum staffing levels in excess of 1.5
officers per 1,000 residents. A ratio of 1.44 officers per 1,000 residents is the same staffmg ratio as was
originally requested in the preparation of the 2006 budget.
Choosing to reduce patrol-staffing levels below the prescribed levels may negatively impact the police
department's ability to meet established City goals, and adversely affect service levels.

Over the last eight years the police department has been transitioning its first line service providers -
patrol 'Officers. Patrol officers noJonger answer calls for service and perform little to no investigative
follow-up. Today they have a more proactive role as crime-solvers, carrying the additional
responsibility of an investigative caseload. This transition increased the number of patrol officers on
the street providing direct customer service. Simultaneously the department has seen its crime .
clearance rates climb to a level above the metro average. Keeping pace with population growth and
service demands is necessary to prevent the reduction in effectiveness ofthe individual patrol officer.
If appropriate staffing levels are not maintained, each officer will carry a larger caseload and will be
responsible for a larger percentage ofthe daily calls for service. This will reduce the officer's ability to
perform follow-up investigations and could lead to a reduction in clearance rates.
The police department would like to hire the four police officers in a phased approach. This would
allow the department to hire two officers on March 1,2007 and two officers on July 1, 2007.
The 2007 police department budget proposal reflects a substantial increase in supplies and services.
This increase is due to the police department's share of the joint training facility, which is $18,000.
The Tri-City Tactical Team is comprised of Shakopee, Savage, Prior Lake, and Scott County. The
tactical team provided a budget in which each participating agency would pay 'l4 of the budget. The
Shakopee share is $11,787.50. Each participating agency will contribute the same amount, regardless
of size or number of officers on the team.
The Tri-City Tactical Team has been combining resources since 2001. However, each agency paid for
their training and supplies separately. The Tri-City Tactical Team's governing board agreed that a
common budget was in the best interest of the team. The amount requested reflects the minimum
training and supplies needed, which the department has covered in the past, along with equipment
improvements.
Since September 11, 2001 and the events that followed, law enforcement has been challenged to
defend our communities against events previously not anticipated. Local government's new role in
national defense has challenged police department's nation-wide to consider seriously if their
organizations have the expertise and resources to respond effectively to threats of this nature. The 2007
supplies and services budget proposal reflects equipment needs to be designated specifically to the
emergency operations center, (EOC). This equipmentinc1udes additional computers, a fax machine,
and protective equipment. $5,000.00 has been designated for EOC equipment and improvements.
A second captain, a records supervisor, and eighth sergeant will require the purchase of additional
computers, telephones, and miscellaneous supplies to equip their offices. $5,000.00 has been budgeted
in the supplies and services budget for this transition.
Scott County continues to move forward with the transition to the 800 MHZ radio system. During the
2006 budget discussion, council authorized $465,000 for the 800 MHZ transition. The police
department share was $237,000. Scott County recently informed the police department that the
equipment would not be purchased until late 2007, with the system functioning during the first quarter
of 2008.
As part of the 2007'budget proposal, the police department asks that council carry forward the funds
originally identified for the 800 MHZ radio systems to 2007.

increase data management practices and improve front line service providers for the community.

statistics. The projected 2006 statistics produced a minimumstaffmg level of35.46 patrol

METHODOLOGY
The following formula is from a system devised and accepted by the IACP. The formula is
intended to calculate the minimum number of patrol officers needed to cover the existing
workload. It is a formula based on actual police service demands and not simply on
population.
Weighting of Events
Incidents are first weighted by the formula to take into account the longer time necessary for a
police officer to process more serious offenses.

CALCULATING PATROL BEATS
For the purposes of this study, a patrol beat is defined as a basic one-officer patrol shift, 10
hours a day, 365 days per year.

To determine the number of patrol officers necessary to cover a single beat, we must subtract
the number of hours an officer is unavailable for duty, because of days off, vacation, holidays,
sick leave, etc. from 3,650 (10 hours per day X 365 days = 3650). The remaining hours
represent the net hours an officer is actually available for patrol. That figure can then be used
to calculate the number of officers required to staff a beat and the. total number needed to
adequately staff the force.

divided by the 1,853. The resulting ratio is 1.97officers to staff one beat.
When the Officer / Beat Ratio is calculated using 2005 statistics (16 x 1.97), the result is 31.52
patrol officers. Using projected2006 statistics (18.0 x 1.97); theresult is that 35.46 patrol
officers are needed to staff the patrol schedule in 2007.
CONCULSION
Under the current departmental structure, an increase to 35 patrol offIcers would require the
addition of four officers, bringing the total number of sworn staff to 50. City staff estimates the
2006 population level at 34,085 and a population in excess of34,500 for 2007. Using a 2007
population estimate of34,500, the resulting officer to resident ratio is 1.44 officers per 1,000
residents. This is the same staffing ratio as was originally requested in the preparation of our
2006 budget.

This proposed minimum-staffing level is appropriate based both on the IACP staffing
methodology andthe.City's independent staffing analysis, which called for more than 1.5
officers per 1,000 residents.
Finally, the proposed addition of four officers is consistent with staffing levels previously
approved by City Council. The proposed staffing increase allows the police department to
maintain its current service levels and work toward meeting City goals.

Position Title: Promotion of an Additional Police Captain
Description of need: The Shakopee Police Department promoted a sergeant to the rank
of captain in April 2006. This promotion replaced the role of the Deputy Chief, which
had remained vacant since the former Deputy Chief retired in January 2005. Dueto the
rapid growth in the City's population, as well as the growth in the police department, the
addition of another captain is requested. The captain position would be filled from the
current eligible register certified by the ShakopeePolice. Civil Service Commission. This
would mean that a current sergeant would be promoted to fill the position.
A second captain position will provide greater accountability and clearer lines of
authority within our department while broadening responsibility for department
management and command. With two captains, the department would divide
departmental command authority into operations and administrative functions between
the two. One captain is currently doing both operations and administrative functions. This
creates an unbalanced structure with the captain currently responsible for 44 sworn and
10 non-sworn personnel on an around-the-clock basis, including seven direct reports.
Another significant benefit of the proposed additional captain will be the opportunity for
sergeants to focus on the direct supervision of their personnel, with less time spent on
administrative tasks. This is a significant organizational need, given the number of new
officers the department has hiredin the past few years, resulting in an influx ofless
experienced officers.
A major focus and responsibility of an additional Gaptain will bv to cnluIDce the City';)
emergency management capabilities. Since September 11, 2001 and the events that

terrorist type attacks. As you know, the City of Shakopee is a large tourist destination
with several sites for potential terrorist activity. Because ofthis, the State of Minnesota
recently awarded the City a Buffer Zone Protection Grant. An additional captain will
work closely with the Department of Homeland Security, volunteers, and City staff to
make sure that Shakopee is not behind the curve when it comes to emergency
management.

Impact on City Service Levels by Funding the Position:
The addition of a captain would improve the City's emergency management capabilities.
The increased risk of terrorist attacks or disasters in our City makes it incumbent on our
organization to prepare for the unthinkable incident. The administrative captain would be
in charge of emergency management planning, training, and operations.
The captain in charge of emergency management would assure better utilization of
volunteers in policing, improved geographic accountability for problem solving and
service delivery, and improve our capacity for critical incident management.
The additional captain would improve overall accountability, supervision, and broaden
responsibility for department management and command. The administrative demands of
the captain continue to increase with the growth and development of both the City and
police department. The span of control for supervisory personnel has gone beyond
recommended levels. An additional captain, assigned to administration would allow for
improved management of administrative responsibilities, improve our ability to handle
major incidents, better use of volunteer resources and establish greater accountability for
organizational performance.

Description of need: The Shakopee Police Department is asking to promote a sergeant
position. The sergeant would be an addition to the supervision of patrol personnel. The
Shakopee Police Department is currently operating with seven sergeants. One sergeant is
assigned to the Southwest Metro Drug Task Force and serves as the commander. Another
sergeant is assigned to investigations and support services. The remaining five sergeants
are responsible for the day-to-day patrol operations, as well as responsibilities related to
their beats.
The goal was to have those five sergeants cover a 24-hour patrol schedule seven days a
week, 365 days a year. A recent internal analysis of sergeant coverage has shown this to
be extremely difficult, if not impossible to accomplish.
Along with supervising their patrol shifts, sergeants are expected to flex their schedules
in order to accommodate events in their beat, attend staff meetings, .and training for
example. This has put a great deal of stress on the patrol sch,edule. and"causes gaps where
there is no supervisor working. A recent internal study found that there was no supervisor
on-duty approximately 20% of the time. This equates to approximately 144.hoursper
month. This was done looking at year-to-date times in 2006. Along with the above-
mentioned causes, sick time and vacations play roles in the supervision gaps as well.
With the large number of new patrol officers hired in the last three years, it becomes even
more important that those less experienced officers have the proper supervision. The
times where there i5 no 5upefYi50r on frequently o~~ur l~ty ~t ni5ht Mld y~dy in thy
morning. This is typically when officers are dealing with more violent, complex calls for
servIce.
The gaps in sergeant coverage do not provide the proper supervision and development
needs of the employees within this department, while managing the quality level of
service that we need and want to provide to the members in our community.

*The amount reflects the difference between the top patrol officer salary and that of a
starting sergeant at step 3.
Impact on City Service Levels by Funding the Position:
If authorized, the addition of one sergeant would give the police department a total of
eight sergeants. This would allow the department the flexibility of scheduling six
sergeants for patrol coverage and the need to pay a supervisor overtime to cover a shift
would be greatly diminished.
Not only will the additional sergeant provide greater accountability and clearer lines of
authority within our department; but also allow s~rgeant s time to focus on the direct.
supervision of their personnel, with less time spent on administrative tasks.

officers. We have a 2006-budgeted staff of 46 sworn officers. Weare presently in a
hiring process with intentions of filling the two vacant police officer positions for 2006.
A recent staffing needs assessment (see attached) supports a staff level of35 patrol
officers. That number added to the positions of Chief, captain, seven sergeants, three
investigators, two school resource officers and one crime prevention/multi-housing
officer equals a total staff of 50 sworn officers. With an expanding city population, the
police department needs to keep pace with the size of the city to maintain an acceptable
level of service to the members of the community.
Shakopee officers began surveying the community in June 2006. The department has
received feedback from Shakopee residents regarding a variety of matters. One of the
sections asked residents, "How can we serve you better?" Residents were asked in this
section to rate services by level of importance and indicate which services should be
increased.
While the entire City has yet to be surveyed, the responses received thus far clearly show
that the community feels the most important service need is to increase officer patrols.
The addition of four officers.should allow the police department to continue similar
service levels as in the past If approved, the police department would recommend that
the additional police officers be hired using a phased approach. The first two officers
would be hired March 1, 2007. The remaining two officers wouldbe hired July.l, 2007.

An additional $60.00 per month would also be needed per officer should the proposed

Impact on City Service Levelsby Funding the Position:
The Shakopee Police Department continues to be a leader in Scott County for the amount
of work product produced and population growth. Demands on the police department
continue to increase. The 2006 budget proj ectedan officer to resident ratio. of 1.43
officers. Population growth surpassed expectations resulting in a ratio of 1.35 officers
per 1,000 residents. The requested additional staffing maintains the same level of
officers per residents as originally requested in 2006, and should allow the department to
continue similar service levels as in the past.
The Shakopee School District has indicated to the police department that they may want
an additional school resource officer inthe fall of 2007, due to their rapid growth. As in
past contracts, the school district would be expected pay for the cost of an officer during
the school months should they ask for an additional school resource officer.

Position Title: Records Supervisor
Description of need: The Shakopee Police Department is curren!ly operating with five
records/support services staffand o~e confidential Chief's Secretary. The five records
staffmembers fall.under the direct supervision of the support services sergeant, along
with three community service officers. Furthermore, this sergeant is also responsible for
.the investigations function of the department with two detectives as direct reports. This
has created an unbalanced structure with the sergeant responsible for records
management, investigation function, and the code enforcement throughout the City.
Therefore, the department is requesting the addition of a records supervisor.
The increase of, and the complexity of crimes make it extremely difficulty for one
individual to provide leadership and guidance to ten people, at the same time providing
workload analysis, crime statistics and recommendations for operations. The span of
control is too great and almost doubles the nationally recommended standards. A civilian
records supervisor would alleviate these problems.
A records supervisor, in charge of support staff, would improve our crime analysis
function along with updating programs to keep pace with current technology. Crime
mapping, crime trends, and crime intelligence need to be reviewed daily and then
compared to the past and present trends. This ultimately works itself into predicting
future trends, staffing levels and deployment. A records supervisor would have the skills
and time to assure this is completed timely, and then distribute the information to sworn
supervisors for planning.
We continue to add tasks for our support staff and records technicians each year. This has
caused the department to fall behind in areas such as our suspense files and crime
mapping. The department of corrections is now requiring that additional records be
maintained for our holding cells. Proper management of fingerprint data and arrest data is
a significant issue now and will be in the future. Management of this data and proper
entry is critical to ensure the safety of victims and our citizens in general. A records
supervisor would improve accountability in our records department, as well as be the
person of contact for data privacy and records retention issues.
A records supervisor would also improve the overall technological capabilities ofthe
department. This will insure that the department is taking advantage of every grant
opportunity and advancement in technology we can. Many of these technology programs
require a skill level that the average police officer does not have. A records supervisor
with advanced technological skills in computers for example, would assure that the
department is utilizing our current equipment and software to its full potential.

Impact on City Service Levels by Funding the Position:
Because the skills required for this position do not match those required of sworn police
officers, the department would recommend that a civilian fill the position. Typically,
civilian positions are compensated at a lower level than a sworn supervisor. Although the
compensation level has not been determined, it would appear that it should be slotted at
either grade level 6 or 7.
Having one civilian supervising the records function of the department would improve
front line service providers to the community and improve problem-solving capabilities.
A records supervisor would have eight direct reports, five record staff and three
community service officers. This will also improve the departments investigations
division by allowing the sergeant time to focus on maj or casework and improve overall
accountability. The investigations sergeant would then have the ability to take cases
themselves when necessary.
We know that major casework and increased volume of records, as experienced so far
this year, will likely continue in 2007 and years to come. It is important that we have
adequate staffing to continue the day-to-day operations when these cases come into play.
