No. 6457 s: D.]" · CITY OF SHAKOPEE Memorandum CONSENT TO: Mayor & City Council Mark McNeill, City Administrator FROM: Joe Swentek, Project Engineer SUBJECT: Approval ofthe Riverside Bluffs Wetland Replacement Plan DATE: July 18, 2006 INTRODUCTION: The City of Shakopee received a complete Wetland Replacement Plan application from Pioneer Engineering on behalf of Homes By Chase. Staff along with a Technical Evaluation Panel (TEP) has reviewed the application and determined the requirements of the Wetland Conservation Act (WCA) have been met by this plan. The replacement plan must be acted upon by the City Council in their roll as the Local Governing Unit (LGU) for the WCA of 1991. Attached for Council consideration is Resolution No. 6457, a resolution approving the Wetland Replacement Plan for Riverside Bluffs. BACKGROUND: The Wetland Replacement Plan, as proposed by applicant, would fill approximately 3.93 acres of wetland. The impacted wetland is proposed to be replaced partially onsite with the construction of 1.28 acres of new wetland and the construction of 3.17 acres of wetland buffer. To complete the required mitigation requirements, the applicant is proposing to purchase 2.65 acres of new wetland credits and 0.76 acres of public value credits. The City requested a site visit and review of the plan by the TEP, which consists of a City staff member, a representative from the Soil and Water Conservation District (SWCD) and a representative from the Board of Soil and Water Resources (BWSR). The TEP, established by the WCA, provides professional, technical review of wetland issues to the LGU. The TEPhas reviewed the site and the replacement plan and is recommending approval of the plan. City staff and the TEP consider the application complete. The Wetland Replacement Plan is being proposed to accommodate a transportation system providing a necessary link between Crossings Boulevard and County Road 16 (Eagle Creek Boulevard). The plan also accommodates high water flows from the Prior Lake Outlet Channel. Please see the attached drawing showing the proposed impacts and associated replacement. ALTERNATIVES: 1.
