Memorandum TO: Mayor and City Council -------- FROM: Mark McNeill, City Administrator SUBJECT: "Hot Rod Wednesday Nights" Event DATE: June 29,2006 COMMENT INTRODUCTION: The Council is asked to authorize a continuation of the designation of a portion of Lewis Street for a custom car display for five Wednesdays this summer. BACKGROUND: At the May 16th City Council meeting, the Council considered a proposal from Brian Turtle to designate Lewis Street from 1 st A venue south to 3Td Avenue as parking for custom cars and street rods only. The intent was that this would be an opportunity for owners to gather at one location and display their cars, and members of the public could view them. At that meeting, there were concerns expressed by one downtown business owner, with the result that the Council decision was to approve for two Wednesday nights in June only, and to have this issue reviewed. again before the car show would be continued in July. The Hot Rod Wednesday Nights display has had two showings, that on June 7th, and June 21 S\ Generally speaking, it appears to have been successful. Brian Turtle has placed advisory signage on both sides of Lewis Street, and reports they have had good turnout in terms of the number of vehicles displayed, and people attracted to the downtown, He would like this to continue for an additional five Wednesdays; the remaining dates are July 19th, August 2nd and 16th, September 6th and 20th. I have contacted Terry Hennen, owner of The Sportstop, and the manager of Sa usa lito's Restaurant, whichis adjacent to Mr. Hennen's business. Both of them said that this event created problems for them. Sausalito's has a take-out business that has been negatively impacted. Mr. Hennen said that many of his customers cannot get access to his business, he said his preference is that if itis to continue to take place, that it be limited to one night per month only. Brian Turtle previously had signed the area in front of Mr. Hennen's location as designating street rod parking to begin ~.block south of their locations (at the alley); however, it appears that some owners of the display vehicles have ignored that. He now proposes instead to place handwritten signs in traffic cones in two of the parking spaces in front of Hennen's, designating them "15 minute parking- tonight only". The Manager of Sausalito' s thought that this would be an improvement. I did discuss this proposed solution with Mr. Hennen. He still feels that it doesn't solve the issue, and is concerned that the patrons of some businesses will be discouraged from coming downtown on those evenings. He feels that one night per month would be a better compromise. At the time of the writing of this memo, I have not been able to make contact with the owner of Shelly's Styling Salon, a hair care business that is adjacent to Sausalito's. Mr. Hennen indicated that Shelly's had been negatively impacted as well. It does not appearthat there is a single solution which will meet with everyone's concurrence. A question has been raised as to whether additional liability insurance should be required for this event. I have talked with the City's insurance broker, who indicates that this event creates no increased liability for the City, as the action is merely designating where people can park. The LMCIT concurs that no "additional insured" designation is necessary. RECOMMENDATION: I recommend that the "Hot Rod Wednesday Nights" event be allowed to continue, but the northerly two spaces on the east side of Lewis Street (south of First Avenue) be signed by the event organizers as "15 minute parking" only for those Wednesday evenings. RELATIONSHIP TO VISIONING: This could support Goal B "High Quality of Life". To: City of Shako pee From: Bryan Turtle, Turtle's Bar & Grill Re: Hot Rod.W ednesday Nights Mr. Mayor and Members of the Council: Having completed the first two "Hot Rod Wednesday Nights" events, it's safe to say it's a hit. I have had extremely positive feedback fromthe retailers, see enclosed letters of support,. and the enthusiasm from the community has been terrific. We have achieved our goal of bringing many new people to downtown, both residents and car enthusiasts alike. It appears that this event has been uoburden on the Shakopee Police Department,. as I have witnessed patrol cars cruising through the cars.with seemingly no concern, at least none that have been expressed to me. The shopping component of this event has been more evident thanI had anticipated, leaving smiles on the faces of the retailers who have embraced this event as away to sell more goods to ,more people. The ONLY negative feedback I have received has been from "The Sportstop"whichhas mand out traffic, with a typical customer stay beingjust a few minutes. In talking to Terry Hennel1,the owner of the Sportstop, after the first event, I agreed to put signs on the comer ofl st and Lewis attempting to direct the . Street Rods ahead.1;2 block to the reserv~d area.Becau~ethese cars are street legal and are violating no parking laws, it's difficult to make them park inacertain spot. 1 believe I have a cure all solution for the SpOftStop. I would ask tbat the ShakopeePolice Department allow us to cone off the two spots in front of The Sportstop with signs designating them as l5minute parking during the Hot Rod event. This would keep anyone associated with the event from parking there, and allow his customers a place to park right in front of his storefront. Often cars associated with the normal operation of Turtle's Bar & Grill are parked in these spots anyway, so the designation of these two spots as short term parking would be a better situation for Terry than he would enjoy on any other Wednesday night. 112SoUTH LEWIS STREET · 5HAKOPEE, MN 55379 952-445-5050 EXT. 12 . Hot Rod event and the normal. operation of downtown businesses to coexist without significantly affecting each other. We have not asked a single car to move, as we have just parked around them and these carsnot.associated.with the event have trickled outas the businesses close for the evening. I would ask that council would embrace this event as a positive thing for downtown and allow it to continue.. with ot1.ly the slight change mentioned above. The next event would then be Wednesday, July 19th, and I would invite you to stop down and see what we're doing for yourself, if you haven't already. Feel free to callwith any questions or concerns.
