CITY OF SHAKOPEE
Memorandum CONSENT
TO: Mayor and City Council
FROM: Mark McNeill, City Administrator
SUBJECT: Special Meetings
DATE: June 29,2006
INTRODUCTION:
The Council is asked to consider establishing special meetings in July to discuss two
specific issues.
BACKGROUND:
1. As Council is aware, the I-State Trucking preliminary plat and CUP has been
the subject of well-attended Planning Commission meetings, on four separate
occasions. I am also aware that members ofthe Council have individually
been contacted by neighbors of the proposed locations, who have expressed
concerns.
This is scheduled to go to the Planning Commission on July 6th. It is likely
that some action will be taken by the Commission at that meeting.
My concern is that ifit goes to the City Council on July 18th, and given the
complexity, ofthe subject it will be difficult to fully address the I-State
question, as well as deal with that issue, the other things which will be
scheduled for that evening's meeting.
I would like the Council to consider scheduling a special meeting to deal only
with that issue. Monday, July 17th could work forthat. The Council is asked
to consider scheduling a special meeting for that purpose.
2. As a continuation ofthe discussion which has taken place on the building fee
discussion, a special meeting to discuss that issue only also should be
identified. Attorneys dealing with this issue, as well as financial consultants,
have indicated their availability on Wednesday, July 19th. If that evening is
acceptable, we recommend that a 7:00 PM meeting be scheduled.
RELATIONSHIP TO VISIONING:
These are housekeeping issues, Goal F.
RECOMMENDATION:
I recommend that special meetings be scheduled for 7:00 PM, Monday, July 17th to deal
with I";State (notice would be given at the July 6th Planning Commission meeting). In
addition, a separate meeting to discuss building permit fees is recommended to be
scheduled for 7:00 PM, Wednesday, July 18th.
Note that this will mean three City Council meetings on consecutive evenings.
ACTION REQUIRED:
If the Council concurs, it should, by motion, set special meetings for the following dates:
7:00 PM, Monday, July 17th - I-State Trucking
7:00 PM, Wednesday, July 19th - Building Permit Fees
