CITY OF SHAKOPEE Memorandum TO: Mayor & City Council COt~sENr Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Authorize Extension Agreement for Additional Design Services for Pike Lake Road with WSB & Assoc., Inc. DATE: July 5, 2006 INTRODUCTION: Attached is an extension agreement for additional transportation engineering services for the design of Pike Lake Road, from Eagle Creek Boulevard to the south terminus of Southbridge Parkway. BACKGROUND: On May 16, 2006, City Council approved Pike Lake Road design, from c.R. 16 to Southbridge Parkway. Part of the additional design services were needed with WSB & Associates, Inc. to complete this design. Staff has requested WSB & Assoc. to perform this work in order to keep this project on task for the wetland mitigation work that was I needed and also to complete final plans for Pike Lake Road associated with Ridge View Farms development. An extension agreement is attached for Council approval in order to pay WSB & Associates for this work. Approval of this extension agreement is considered. a housekeeping item and there are sufficient funds in the Engineering Professional Services account to pay for this work. ALTERNATIVES: 1. Authorize the appropriate City officials to execute an extension agreement with WSB & Associates, Inc. for the additional design engineering services for Pike Lake Road, from Eagle Creek Boulevard to the south terminus of Southbridge Parkway. 2. Do not approve this extension agreement for a specific reason. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, as the road design has been completed and is necessary to authorize payment. Shakopee,~ 55379-1328 Re: Pike Lake Road Area Wetland Mitigation Request for Additional Design Services City of Shakopee, ~ WSB Project No. 1566-13 Dear Mr. Loney: I am writing in regards to the request for additional transportation engineering services for Pike Lake Road, from Eagle Creek Boulevard to the south terminus of Southbridge Parkway, in the City of Shakopee. The original layout of Pike Lake Road was designed by John Oliver & Associates as part of the Ridge View Farms plan submittal. At the request of the City,WSB & Associates, Inc. (WSB) has performed a review and made design changes to Pike Lake Road to meet specific design criteria and to plan for the future connection with CSAH 21. These additional design services are outside of the work scope for the above-referenced proj ect previously authorized by the City. The following is a brief scope of services provided: . Redesigning the horizontal geometrics to meet designated design speed turning movements. . Design ofleft and right turn lanes for future roadway connections. . Minimize roadway cross section to minimize the impact on the adjacent wetlands. . Review and revise radii for intersection turning movements. . Coordination with John Oliver & Associates. At this time, WSB is hereby requesting favorable consideration by the City of Shakopee in request for an additional$2,750 in design services, which were above and beyond the original work plan for the project. WSB feels these additional services provided significant benefit to the City not only in planning for today's needs, but also to accommodate the future CSAH 21 improvements.
