SUBJECT: Authorization to Hire One Police Officer - Thor Carlson
DATE: June 20, 2006
INTRODUCTION:
The Police Department is requesting Council approval to hire Thor Carlson as a
probationary police officer.
BACKGROUND:
Council authorized 46 sworn positions in the 2006 Police Department budget. This is
consistent with our workload analysis and staffmg ratio of 1.5 officers per 1,000
residents. As of today there are five vacant police officer positions.
The Police Civil Service Commission conducted the necessary testing that created the
Police Officer eligible register. The following names are the top candidates listed, in
alphabetical order, on the eligible register established by the Police Civil Service
Commission.
. Thor Carlson
. Kevin Franek
. Tanner Shipman
Minnesota State Statute Chapter 419 requires the Police Civil Service Commission to
submit the top three names listed on the eligible register to the Appointing Authority
(City Council), to fill any vacancy. Staff recommends that Thor Carlson be hired at Step
1 of the current police officer labor contract.
The Police Department's request for approval to hire Thor Carlson as a probationary
police officer is consistent with the established City goals.
BUDGET IMPACT:
Funds exist in the Police Department budget for this position.

1. Authorize the hire.
2. Do not authorize the hire.
3. Table and provide direction to staff.
RECOMMENDATION:
Alternative #1. Staff recommends Council authorize hiring Thor Carlson as a
probationary police officer.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the hiring of probationary
police officer Thor Carlson at Step 1 of the current labor contract, at a monthly rate of
$3,708.51.
