Police Department Memorandum CONSENT TO: Honorable Mayor and City Council Mark McNeill, City Administrator FROM: Craig Robson, Sergeant Q.~ SUBJECT: Authorization to Hire One Police Officer - Jamie Sears DATE: June 20, 2006 INTRODUCTION: The Police Department is requesting Council approval to hire Jamie Sears as a probationary police officer. BACKGROUND: Council authorized 46 sworn positions in the 2006 budget. This. is consistent with our workload analysis and staffing ratio of 1.5 officers per 1,000 residents. As of today there are five vacant police officer positions. The Police Civil Service Commission conducted the necessary testing that created the Police Officer eligible register. . The following names are the top candidates listed, in alphabetical order, on the eligible register established by the Police Civil Service Commission. . Thor Carlson . Jamie Sears . Tanner Shipman Minnesota State Statute Chapter 419 requires the Police Civil Service Commission to submit the top three names listed on the eligible register to the Appointing Authority (City Council), to fill any vacancy. Staff recommends that Jamie Sears be hired at Step 1 of the current police officer labor contract. The Police Department's request for approval to hire Jamie Sears as a probationary police officer. is consistent with the established City goals. BUDGET IMPACT: Funds exist in the Police Department budget for this position. VISIONING RELATIONSHIP This action supports: Goal 1: To Provide High Quality of Life Strategy 6: Provide High Quality Services AL TERNA TIVES: 1. Authorize the hire. 2. Do not authorize the hire. 3. Table and provide direction to staff. RECOMMENDATION: Alternative #1. Staff recommends Council authorize hiring Jamie Sears as a probationary police officer. ACTION REQUESTED: If the Council concurs, they should, by motion, authorize the hiring of probationary police officer Jamie Sears at Step 1 of the current labor contract, at a monthly rate of $3,708.51, subject to the satisfactory completion of pre-employment medical and psychological examinations.
