SUBJECT: Scott County Visioning Advisory Commission Appointment

INTRODUCTION:
The Council is asked to appoint Police Chief Dan Hughes as Shakopee's representative to
the Scott County Visioning Advisory Commission,
BACKGROUND:
Attached is a letter from County Planning Manager Gary Berg, describing the desire of
Scott County to establish a Commission of approximately 35 citizens to review workshop
data on the County's 2030 visioning process, The Commission would formulate goals,
policies, and contributions to the 2030 Comprehensive Plan,
I solicited volunteers from the Council and City staff, and received interest from
Councilors Terry Joos and Steve Menden, Community Development Director Michael
Leek, and Chief Dan Hughes.
One problem is that of the listed four dates, there are City Council conflicts on the two
Wednesdays (July 5th and August 2nd). Knowing that Chief Hughes probably has the
greatest flexibility of the respondents to deal with other meetings on regular City Council
meeting nights, I suggest that he might be the logical one to serve as Shakopee's
representative. However, he is certainly willing to step aside if someone else has a
strong desire to serve,
RECOMMENDATON:
I recommend that Chief Hughes be appointed as Shakopee's representative.
RELATIONSHIP TO VISIONING:
This supports Goal D, Vibrant, Resilient and Stable,
ACTION REQUIRED:
lfthe Council concurs, it should, by motion, appoint Dan Hughes as Shakopee's
representative to the County's Visioning Advisory Commission.

Subject: Visioning Advisory Commission
WE ARE LOOKING FOR VOLUNTEERS!!
As many of you are aware Scott County went through an extensive 2030 visioning process this past
winter and early spring, Now that we have feedback from citizens who participated in the seven vision
sessions and one BET A session, a group of approximately 35 citizens are being assembled to digest all of
the workshop data, public comments and emails and create a draft year 2030 vision for the County, That
vision will serve as the base philosophy(ies) for preparing the goals/policies/text and exhibits for the
ultimate year 2030 Comprehensive Plan.
Since the Scott County Planning and Zoning Advisory Commission is the statutory authority for the plan,
they will be the core of this group with the Chair of that commission, Herb Baldwin, also chairing the
Visioning Advisory Commission.
The Steering Committee proposes to add one elected or one appointed person from the Shakopee
Mdewakanton Sioux Community and each of the seven cities and eleven townships. Five citizens
representing other walks of life will be asked to participate, Please provide me with the name and
contact phone number or email address of your respective representative.
The goal is to have three to four meetings spread out over three months beginning in June. Meetings are
anticipated to begin on June 13,2006 at 5:30 p,m. with a light meal and end around 9:00 p,m, At this
point the anticipated schedule, subject to change, is as follows:
Tuesday: June 13
Wednesday: July 5
Wednesday: August 2
Thursday: August 24
Location: To be determined
In addition we are looking for someone representing a major employer in the County and the name of a
local business person who would be willing to participate, Thank you for your prompt response.
